We are looking for a Case Officer GOP and CSM RA for the Göteborg–Borås project.

This consulting assignment is full-time with 60% remote work and placement in Gothenburg. The assignment consists of two parts, each corresponding to 50%, and can be performed by one resource at 100% or shared between two resources. The work requires close collaboration with the client as well as great flexibility and good teamwork skills.

The Assignment

Competence consultant GOP and CSM RA for the New railway Göteborg–Borås and Bibana, Mölnlycke. The assignment includes knowledge transfer to the Swedish Transport Administration's staff and work with the approval process as well as CSM RA within the Göteborg–Borås program.

Case Officer for the Approval Process

• Manage dialogue with TS and deliveries between the program, Approval Support, consultant/contractor, and AO/TRV.

• Participate as technical support in internal and external meetings.

• Inform project managers and the project organization about progress.

• Manage documentation with TSS and TSB case officers and represent TRV during site inspections.

• Ensure storage and archiving requirements (PP, IDA/PDB Invest, Diary).

• Establish timelines and documents for the GOP process phases.

• Continuously report to the program coordinator.

Case Officer CSM RA

• Be the contact person for CSM RA issues and coordinate the process within the program.

• Ensure that the program complies with the Swedish Transport Administration's requirements and guidelines.

• Support the GOP process.

• Be responsible for the CSM RA plan, system definition, safety certification, communication, and meeting scheduling with independent reviewers.

• Actively drive risk analyses and follow up on treatments in the risk issue list.

• Identify potential risks in the projects.

• Continuously report to the program coordinator about progress and challenges.

Requirements (IMPORTANT, mandatory)

Fluent Swedish in speech and writing.

It can be the same resource for both roles, but a maximum of two (2) resources:

• Case Officer for the Approval Process

• Case Officer CSM RA

An individual resource for the assignment must meet the following requirements regarding both competence and experience.

Competence consultant case officer for the approval process must meet the following competence requirements:Documented knowledge of TSD (technical specifications for interoperability) and its associated directives and regulations, as well as the ability to apply them without deviations from the regulations.

Be able to independently handle the approval process based on the Swedish Transport Agency's regulation TSFS 2010:116 according to TDOK 2024:0081 and take responsibility for the results.

Be able to represent the authority in relevant matters in a factual and correct manner.

Have an understanding of how a facility should be designed for a traffic and management phase.

Swedish in speech and writing at a very good and professional level (confirmed in the bid with yes/no).

Competence consultant case officer for the approval process must meet the following experience requirements:Experience working with CSM RA issues related to the EU Commission's regulation (EU) 402/2013 – Common Safety Method for Risk Assessment and Risk Evaluation (CSM RA) in corresponding projects.

In the last five (5) years, have completed assignments as a case officer for the approval process with corresponding complexity for the assignment and that the assignment has been completed with a customer-approved result regarding quality and timeliness. The total scope in hours within the approval process in the last five (5) years must be at least 1700 hours.

Competence consultant case officer CSM RA must meet the following competence requirements:Be able to represent the authority in relevant matters in a factual and correct manner.

Be able to independently reason about CSM RA's role within projects like the Göteborg–Borås program. English and Swedish in speech and writing at a very good and professional level.

Competence consultant case officer CSM RA must meet the following experience requirements:At least one (1) year of experience working with issues related to the EU Commission's regulation (EU) 402/2013 – Common Safety Method for Risk Assessment and Risk Evaluation (CSM RA). Have worked to coordinate and implement the working method within CSM RA in assignments for at least one (1) year in the last five (5) years. The total scope in hours within CSM RA in the last five (5) years must be at least 850 hours.

The competence consultant for GOP can represent the authority in relevant matters in a factual and correct manner.

The competence consultant for GOP can have an understanding of how a facility should be designed for a traffic and management phase.

The competence consultant can independently reason about CSM RA's role within projects like the Göteborg–Borås program.

For the client, it is an added value that the total scope in hours within the approval process in the last five (5) years must be at least 3400 hours.

For the client, it is an added value that the total scope in hours within CSM RA in the last five (5) years must be at least 1700 hours.
