Controller for the Finance Unit at the Swedish Council for Higher Education

We are now looking for a controller for the finance unit within the department for operational support.
The department for operational support is responsible for agency-wide issues, processes, and regulations, as well as for cross-agency support and operational development. The department is divided into six units, of which the finance unit is one. The department's mission is also to provide support to the Director General and is the agency's support function in areas such as finance, procurement, salaries, legal affairs, communication, analysis, office services, registration, archives, switchboard, reception, and HR.
The finance unit's mission spans the areas of accounting, budgeting, monitoring, and procurement. The unit serves as UHR's cohesive resource for financial management. We support the agency's managers in budgeting and forecasting and are the agency's responsible function for procurements. Together with your new colleagues, you will be responsible for fulfilling the entire unit's mission area.
Your Responsibilities
Within UHR, a change process is underway to strengthen the agency's ability for strategic management and implementation of digitalization. We have also been tasked by the government to implement a digital citizenship test. As a controller, you will play an important role in the change process by contributing to financial IT governance, monitoring, and analysis. You will also help develop processes, methods, and routines related to project management and support the work of producing/quality assuring decision-making materials for IT-related decisions. You will support leading roles with long-term investment calculations, financial business cases, and calculations for benefit realization.
You will work closely and proactively with the management teams of the departments and support unit and department heads within the agency's budgeting and monitoring process. Currently, the decision support system Hypergene is used as support. In the role of controller, tasks include budgeting, monitoring, forecasting, financial investigations, analyses, quality controls, and ongoing financial tasks. The agency's funding model includes, in addition to appropriations, both fees and grants.
Other tasks may also occur.
Qualifications
You have:
- A university degree in finance or equivalent education or experience that we assess as equivalent
- Several years of relevant experience in controller work in the public sector
- Experience working with budgeting and forecasting tools
- Good knowledge of Excel
It is an advantage if you have:
- Experience in change management
- Experience working as a controller in IT and digitalization
- Experience in government accounting
- Understanding of IT architecture, system management, system development, and infrastructure
- Experience implementing or driving the development of budgeting and forecasting tools or decision support, for example as a requirements setter, product owner, or management leader
- Experience supporting leading roles in producing/quality assuring investment calculations, business cases, and lifecycle costs within IT-related projects
To perform well in the role of controller, you need to:
- Have a good ability for strategic analysis from a holistic perspective on finance and operations.
- Be self-driven, able to take initiative, and structure your work
- Have good collaboration skills and be able to build good relationships with managers and employees
- Have a good pedagogical ability, meaning you can explain finance in a comprehensible and clear way to managers and management teams.
