About the workplace

The Education and Labor Market Administration consists of three operational areas; high school, adult education, and labor market/support for living.

We are now looking for an experienced business developer in IT who will be responsible for the administration's operational systems and drive the administration's digital transformation efforts - with the aim of meeting future demands.

Job Responsibilities

The position as an IT business developer involves a varied job with many different assignments:

  • System responsibility and management
    Be responsible for and manage the system portfolio for Adult Education, High School, and the Labor Market Department with a focus on accessibility, information security (including GDPR and incident management), data quality, continuity plans, and coordinate integrations and standards (API, file flows).
  • Change management and process development
    Plan, prioritize, and lead changes, releases, and improvements in collaboration with the operations and IT department, as well as ensure effective processes for access control, logging, and incident and problem management.
  • Business development
    Initiate and contribute to efficiencies within the administration's operations using digitization and various AI tools, as well as support the development of digital processes aimed at simplifying and ensuring quality.
  • Monitoring and quality control
    Prepare follow-ups and statistics according to requests from the head of administration and department heads, and participate in quality controls and risk analyses both internally and externally.
  • Environmental monitoring and requirement specification
    Conduct environmental monitoring and formulate guidelines based on current needs, transform identified needs into requirements, compile decision-making materials, and present solutions for managers, officials, and politicians, as well as coordinate requirement specifications during procurements.

Who are we looking for

We are looking for someone with a broad IT background and good knowledge of system management. You do not need to be a technical specialist, but you should know enough about IT security to be a good buyer when it comes time for procurement. You will have overall responsibility for the systems used within Adult Education, High School, and the Labor Market Department. Therefore, it is important that you enjoy the role of coordinator and advisor and have experience collaborating with both suppliers and buyers. The role is central to creating order, security, and smooth processes - in close collaboration with the municipality's IT department and the administration's management team.

In addition to traditional system management, the role requires both strategic and communicative skills. To succeed in the role, we would like you to be independent & meticulous, patient & stable, technically knowledgeable & process-oriented, driven & innovative, and a collaborative communicator.

Qualifications

  • Higher education, at least a bachelor's degree (180 credits) in system management/information technology/informatics/computer science or equivalent.
  • Experience from at least one qualified system management role (or equivalent) where you have been responsible for several mission-critical systems.
  • Ability to lead and ensure quality in processes (access rights, releases, change management) in collaboration with the IT department and suppliers.
  • Experience in requirement work/procurement in the public sector (LOU).
  • Experience in business development and digitization projects.
  • Very good ability to express yourself in Swedish, both spoken and written.
  • Good understanding of regulations affecting the public sector (e.g., GDPR and public access/archive principles).

Meritorious

  • Experience from educational activities and/or authority exercise according to the Social Services Act.
  • Knowledge of Microsoft 365/Azure and Google platforms, as well as how open standards and APIs can reduce vendor lock-in.
  • Information security (e.g., ISO 27001), data modeling, and BI/reporting (e.g., Power BI).
  • Accessibility and digital inclusion (WCAG), as well as change management and training.

Other

Requirement for a B driver's license.

Interviews will take place on February 25. Employment is subject to the necessary decisions being made. For positions that involve direct and regular contact with children and young people, as well as for activities within LSS, care and nursing, health care, psychiatric care, and addiction care, a valid extract from the police's criminal record must be presented or submitted before employment.
