We are looking for a senior investigator/strategist for an assignment within district heating, focusing on analyzing and evaluating future solutions for district heating supply. The assignment involves strategic choices related to the renewal needs of existing facilities and the need to free up land in a port area where main production occurs.

You will work in a politically governed organization with a steering group for support and contribute with materials that can be used in dialogues at both civil servant and political levels.

• Evaluate and compare alternative collaboration arrangements within district heating production among municipal actors, including consequences for customers and operations.
• Analyze pros and cons and identify challenges related to customer management, distribution, production, investments, results/profitability, and district heating prices.
• Assess the municipality's influence opportunities and economic effects under different ownership and collaboration models.
• Prepare decision-making materials and recommendations, for example in the form of memos, presentation materials, and oral presentations.
• Continuously report progress to relevant stakeholders and compile reports for decision forums.
• If necessary, represent the organization in dialogue and negotiations to reach a main proposal to be taken further for political preparation.
• Evaluate the long-term effects of the alternatives, including potential for further collaborations and innovation related to renewable energy sources in district heating systems.

• Experience in investigation and/or development of district heating issues in a leading position, as a senior investigator/strategist or as an experienced manager.
• Experience in negotiations.

• Experience working in politically governed organizations.
