HR Specialist – Recruitment Partner

The Preschool Administration's HR department has approximately 60 employees who support the city's preschools.

Together, we create conditions for present leadership, strong teams, and workplaces where both children and adults thrive. The recruitment support is part of the HR Competence and Labor Market unit. The unit employs 19 staff members focused on competence supply for preschools. We ensure that the right competence is in place today and in the future. The unit's mission is to support the administration's work with competence supply through initiatives aimed at attracting, recruiting, and developing employees.

The recruitment assignment is in constant development. The goal is to be an even clearer strategic partner to the operations. The work includes the development of working methods, and the role offers the opportunity to influence, drive improvements, and contribute to future recruitment support.

The Assignment

As an HR Specialist – Recruitment Partner, you will work closely with managers in a coaching role. The role combines operational managerial support with a strategic perspective on competence supply, focusing on quality, equity, and long-term results.

You will be responsible for all parts of the recruitment process. The work includes support in needs analysis, recruitment planning, and advertisement design, as well as selection, interviews, assessment moments, reference checks, and closures. The recruitment work is competency-based and norm-critical.

In addition to the operational recruitment support, you have a clear role as a strategic recruitment partner. You initiate and drive development related to the administration's goals and long-term competence needs. You also participate in process groups and development work where the HR perspective is crucial. The role contributes to strengthening a more proactive and strategic recruitment and HR work throughout the administration.

Your Responsibilities Include:

  • Providing close, qualified, and operational support to managers throughout the recruitment process to ensure quality, structure, and legal security.
  • Working in a coaching and professional manner in managerial support by guiding, supporting, and challenging managers in their leadership and employer roles in recruitment matters when necessary.
  • Being an expert and specialist in recruitment and contributing HR competence in related HR issues based on the needs of the operations.
  • Working consultatively and proactively by capturing the needs of the operations and following up and analyzing recruitment efforts for long-term results.
  • Developing and improving working methods and processes to ensure a quality-assured, equitable, and professional recruitment process, including structured assessment moments in managerial recruitments.

We are looking for someone who is curious, engaged, and collaborative. You have high professional integrity and are confident in your role. With courage and judgment, you challenge managers when needed, while also working in a coaching and guiding manner in your support. You adapt your working methods to the situation, communicate clearly, and contribute well-founded perspectives. You build trust, create engagement, and take responsibility for the whole. Through your working methods, you contribute to creating good conditions for managers and operations.

Qualifications

  • University or college education in HR or equivalent of at least 180 credits
  • At least four years of experience in operational HR work with close managerial support, preferably in a broad HR partner role
  • At least three years of experience working with all steps of the recruitment process, either in a dedicated recruitment role or as part of an HR partner role

Meritorious

  • Experience in developing or using generative AI
  • Experience in labor law issues
  • Experience from a politically governed organization

Interviews will be held on January 28 in the afternoon and February 4 in the afternoon.
