The Swedish Prison and Probation Service is Growing – We are Building New, Renovating, and Expanding
Our primary goal is to reduce recidivism – to break the vicious cycle. If we succeed, society becomes safer and more secure for everyone. We are the authority responsible for prisons, probation, remand facilities, and client transport.
The Northern Norrland Probation Service covers Västernorrland, Västerbotten, and Norrbotten counties and has staffed offices in Luleå, Gällivare, Umeå, and Sundsvall. The probation service conducts personal investigations and supervises clients who are conditionally released, under probation, or sentenced to community service, or monitored with electronic ankle bracelets/intensive supervision. The probation service also works with various treatment programs, in Umeå and Sundsvall also on-site at nearby prisons. Approximately 180 employees and 10 managers work within the Northern Norrland probation service to reduce clients' recidivism and thereby increase safety in society.

JOB RESPONSIBILITIES
The probation service's operations should be perceived as clear and predictable. This is achieved, among other things, by carrying out the work as we have determined and described. The dual mission of the probation service, to both supervise and support clients, is important regardless of the role one has within the probation service. In the work, the probation service needs to collaborate with other actors to ensure that clients receive the support they need.
As a probation officer, you will be responsible for conditionally released clients and clients sentenced to probation who are under supervision. The probation service is also responsible for intensive supervision with electronic monitoring, so-called ankle bracelets, and community service. The work within the probation service also involves investigative work, conducting risk and needs assessments, and establishing plans for enforcement. Job responsibilities also include conducting personal investigations and submitting opinions to the court and proposing appropriate sanctions.
As a probation officer, you will actively participate in influence work directed at clients, including through structured caseworker conversations based on CBT, motivating participation in program activities, and assisting in release preparations for clients incarcerated in prison. The probation officer is responsible for ensuring that the client fulfills their sanction/completes their supervision and coordinates all efforts in the client's enforcement plan. The work as a probation officer consists of two equally large parts of both support and control. If the client does not comply with their supervision, the probation officer must be able to handle non-compliance in accordance with regulations. You need to manage the complexity of working with both support and control functions, which can be a challenge.
The position will involve travel, both to Västerbotten's inland and to the visiting office in Skellefteå. Travel occurs every week and sometimes requires overnight stays.
QUALIFICATIONS
We are looking for someone who is secure, stable, and has good self-awareness. You have a good understanding of how people absorb knowledge, you communicate clearly, and adapt your way of conveying messages according to the recipient's conditions. You have good judgment in your professional practice and are self-sufficient in your role. As a probation officer, you need to have good collaborative skills. You should also have a physical condition that allows you to act physically if the situation requires it.

You are also aware of and understand how background, culture, and group affiliation affect yourself and others. We are looking for someone who has:
- A university degree at least at the bachelor's level, preferably in social work, behavioral science, law, criminology, or another social science education. Other academic degrees at the bachelor's level may also be accepted in combination with experience deemed relevant by the Swedish Prison and Probation Service.
- Experience in governmental case handling.
- Good knowledge of the Swedish language in both speech and writing.
- A valid driver's license (B).
We consider it an advantage if you have:
- Well-rated work experience in social work and/or psychiatry.
- Experience in investigative work and preparing materials for decisions.
- Experience in case handling within public operations with authority.
- Experience in collaboration with multiple actors within public operations.
- Language skills beyond Swedish.
