The County Administrative Board of Skåne is a government authority at the regional level responsible for state administration in the county. We work to ensure that national goals are implemented in the region based on local conditions. Within our assignments, we provide advice, permits, and supervision, as well as plans and strategies. We manage natural areas and distribute financial support. We collaborate with stakeholders throughout the county.

We have approximately 600 employees and offices in Malmö and Kristianstad.

Description

The County Administrative Board of Skåne is seeking a conservation officer for the nature assessment unit in the Department of Nature and Water.

The position is a permanent employment. The position is based in our office in Malmö, but covers the entire Skåne region. For permanent employment, we apply a six-month probationary period. Start date is March 1 or as agreed.

The nature assessment unit consists of 20 employees who work with assessments and supervision according to chapters 7 and 8 of the Environmental Code; biotope protection, coastal protection, nature reserves, national parks, Natura 2000, and species protection, as well as consultations according to chapter 12 of the Environmental Code. We also monitor species and area protection in other matters handled by the County Administrative Board. We strive for efficient and legally secure processing to achieve sustainable societal development with great consideration for our regional environmental quality goals.

Responsibilities

You will work with government supervision within protected areas, which includes conducting inspections and controls, investigating supervision tips, making decisions on corrections, and reporting suspected crimes. You will also work with species protection supervision, where you will have a special responsibility for parts of the CITES supervision. The supervision is conducted both as event-driven based on tips and as self-initiated supervision in projects and campaigns.

You will have significant responsibility for investigations, assessments, and decisions, but will be part of a good work team with many knowledgeable and experienced colleagues. In addition to supervision, it may also be relevant to handle cases concerning permits and exemptions within species and area protection, as well as notifications for consultations regarding impacts on the natural environment. Other tasks as a conservation officer may also be included.

Qualifications

We are looking for someone with a scientific university degree in biology, environmental science, or equivalent with a focus on conservation and ecology. You also need to be knowledgeable in applicable parts of environmental law. You should have experience in assessments or supervision as an authority according to the Environmental Code, but you may also have worked on the issue in other ways, such as in the consulting industry. You should also have good computer skills and be able to use GIS support. Knowledge and experience in administrative law is an advantage. A driving license (B) is required.

You need to be able to make assessments and write well-balanced decisions. Efficiency and legal security are key principles in your handling of cases. The work also involves a lot of contact with operators, the public, authorities, and municipalities, and your communication skills are therefore important to convey decisions and messages.

The processing is also benefited by collaboration with others, and you therefore need to have good collaboration skills and enjoy discussing different perspectives with your colleagues.

Security Classification

The County Administrative Board has an important coordinating role during societal disturbances, and therefore we set high demands on our employees' security and confidentiality awareness. Some of our positions are security classified and may also involve a military placement at the authority, which means that a security review must be conducted before a decision on employment is made. In some cases, Swedish citizenship is required in accordance with the Security Protection Act (2018:585).
