Preparedness Strategist within NSPL
NSPL – the regions' joint function for national coordination and planning in preparation for and during heightened readiness and war. NSPL is a new strategic function established by Sweden's regions through collaborative agreements. The mission of NSPL is to support and strengthen the regions' collective capability development to contribute to a robust Swedish total defense. National coordination and planning also facilitate state planning and enhance Sweden's ability to meet NATO's expectations. Initially, NSPL will focus on healthcare and the conditions required for the regions to provide healthcare during heightened readiness and war. NSPL operates at the national level in close collaboration with authorities and other stakeholders. During the two years that NSPL has been run as a project, the assignments have varied widely, from capability analyses to joint procurement.
NSPL consists of all 21 regions in collaboration, with Region Uppsala hosting the regional joint function. The work within NSPL is supported by the NSPL secretariat, which is part of Region Uppsala's regular operations, located within the management office. NSPL's operations are governed by a regional management group. The daily work within NSPL is led by the head of NSPL. In addition to the secretariat, NSPL's operations are staffed by personnel resources provided to NSPL by the regions. The secretariat currently has 2 full-time employees and one manager, and by 2026, the operations will be expanded to a total of 6 full-time employees within the NSPL secretariat.
Your Mission
We are looking for a preparedness strategist for the NSPL secretariat. With us, you will work strategically and long-term to implement projects that promote the regions' contributions to total defense. You will play a vital role in developing, coordinating, and strengthening the regions' work at the national level and ensuring that Sweden's regions have a sustainable capability within total defense and the capacity to operate in preparation for and during heightened readiness and war.
You will work closely with authorities and other stakeholders to strengthen planning and coordination in preparation for and during heightened readiness and war. In the regional joint work within NSPL, your role will be to collaborate in and sometimes lead relevant national networks, working groups, and development projects.
As a preparedness strategist within NSPL, you will be based at Region Uppsala's Management Office. You will report to the head of NSPL.
Your Qualifications
You have:
- A relevant university degree or equivalent education and experience.
- Experience in strategic work within preparedness, civil defense, or similar.
- Experience in politically governed organizations.
- Good knowledge of the healthcare sector and preferably other areas of the regions' responsibilities.
- Experience in handling classified information responsibly.
- Excellent ability to express yourself well in both Swedish and English, in speech and writing.
It is also meritorious if you have:
- Good insight into international security issues and preparedness work.
- Experience working in coordination and collaboration environments, preferably at the national level.
- Experience from public operations, municipal, regional, or state.
As a person, you are proactive, courageous, and thrive in a driving role. You are structured, efficient, and work purposefully towards established timelines. Furthermore, you are analytical and innovative, with the ability to handle complex problems.
You have the ability to work in complex coordination environments and can build good relationships. You are skilled at clarifying goals and expectations regarding your own and NSPL's mission. Since NSPL is a new organization under construction, you also need to be unpretentious and have a good ability to take initiatives together with others.
During the selection process, particular emphasis will be placed on personal qualities.
You have a strong security mindset and the ability to communicate and engage others to create understanding of security protection work.

The position is 100 percent, permanent employment with a start date according to agreement. A probationary period may apply. The position may be classified in a security class, which may require Swedish citizenship and that the employee undergoes a security screening interview and background check according to the Security Protection Act (2018:585). You may also be assigned to military service with Region Uppsala.
