Preparation Secretary for NSPL
NSPL – the regions' joint function for national coordination and planning before and during heightened preparedness and war. NSPL is a new strategic function established by Sweden's regions through collaborative agreements. The mission of NSPL is to support and strengthen the collective capability development of the regions to contribute to a robust Swedish total defense. National coordination and planning also facilitate government planning and strengthen Sweden's ability to meet NATO's expectations. NSPL will initially focus on healthcare and the conditions required for the regions to provide healthcare during heightened preparedness and war. NSPL operates at the national level in close collaboration with authorities and other stakeholders. During the two years that NSPL has been operated as a project, the assignments have had a wide scope, from capability analyses to joint procurement.
NSPL consists of all 21 regions in collaboration, with Region Uppsala hosting the regional joint function. The work within NSPL is supported by the NSPL secretariat, which is part of Region Uppsala's regular operations located within the management office. NSPL's activities are governed by a regional management group.
The daily work within NSPL is led by the head of NSPL. The NSPL operation is staffed not only by the secretariat but also by personnel resources provided to NSPL by the regions. The secretariat currently has 2 full-time employees and a manager, and by 2026, the operation is expected to expand to a total of 6 full-time employees within the NSPL secretariat.
Your Mission
As a preparation secretary for NSPL, you are responsible for, in close collaboration with all 21 regions, establishing and continuously developing NSPL's processes such as the preparation structure from the initiation of a case until completed preparation materials can be sent out to all regions and decisions can be made and subsequently managed. In specific cases, you will work closely with NSPL's experts within the secretariat and out in the regions. The role requires the ability to work independently and take initiatives while also requiring good collaboration skills. You prepare and participate together with the head of NSPL in the management group's meetings and perform documentation and materials for reporting back to ensure that NSPL meets the requirements set out in the collaboration agreement. You ensure that decision materials are submitted on time and meet the established standards. Your work includes providing support to NSPL's secretariat and the regions' employees on how to prepare and format decision materials. You will also be involved in NSPL's operational planning and follow-up. You are expected to contribute to the development and improvement of routines and working methods, together with colleagues at the NSPL secretariat and in the regions.
Your Qualifications
You should have experience in committee and case management in a municipality or region or equivalent operations within the public administration. You have a relevant university degree with a social science focus or other education that the employer deems equivalent. You have good knowledge of the Local Government Act and administrative law, and you also have experience and interest in development work. You are computer literate, and it is advantageous if you can handle the case and document management system Public360.
As a person, you are structured, meticulous, and have good administrative skills. You are service-oriented, solution-focused, responsible, and capable of delivering on time. Additionally, you have good collaboration skills, but also the discipline to work independently and result-oriented. To succeed in the role, you need to manage multiple tasks simultaneously and sometimes within tight deadlines. You are clear in your communication and have a very good ability to express yourself correctly in speech and writing. Since NSPL is a new organization under construction, you also need to be unpretentious and have a good ability to take initiatives together with others.
You also need to have a strong security mindset and the ability to communicate and engage others to create understanding for security protection work.

The position is 100 percent, permanent employment with start date by agreement. A probationary period may apply. The position may be classified in a security class, which may require Swedish citizenship and that the employee undergoes a security clearance interview and background check according to the Security Protection Act (2018:585). You may also be assigned to military service with Region Uppsala.
The regional management office, where you will have your workplace, is located in the center of Uppsala, directly adjacent to Uppsala travel center.
