Development Responsible Project Manager for Aviation Weather Service
The Department of Community Preparedness contributes to a robust and resilient society by providing reliable data that supports decision-making for the public, public actors, and the business sector. Products and services are delivered around the clock and aim to strengthen the ability to plan and take action in a timely manner during weather and water-related events. The services are based on expert knowledge in all areas of competence at SMHI.
We are now looking for a development responsible project manager for the unit of Global Affairs and Strategy who wants to drive the development of SMHI's aviation weather service in an operation where science, technology, regulations, and societal missions meet. The aviation weather service is facing a comprehensive technological shift, driven by international decisions on modernization within aviation. For SMHI, this means the need to develop, produce, and deliver new types of information services for aviation weather.
About the Position
As a development responsible project manager, you will be responsible for the development, operation, management, and decommissioning of the IT solutions that support SMHI's aviation weather services. The work spans the entire lifecycle – from needs analysis and planning to implementation, follow-up, and quality assurance. You will alternate between working in a continuous development flow and leading initiatives in project-like forms.
In this role, you will be part of the management team for the Aviation product area. The management team consists of representatives from the functions of marketing, sales, development, production, and regulatory compliance. The area is IT-heavy, and you will work closely with the development team, consisting of system developers and a team coach, as well as closely with the operational forecasting staff's aviation meteorologists. The role includes strategic and operational work, where you plan development efforts in the management team and ensure that the management team prioritizes development efforts based on customer benefit, compliance with requirements, security, sustainable economy, and management perspectives. In your work, you will switch between long-term and short-term perspectives and between the whole and the details. Risk management is a natural part of your work.
In this role, you will produce and ensure decision-making materials, lead the work with the system development plan for the product area, and ensure that the development team's backlog is prioritized and updated. You will work closely with the development team, participate in daily stand-ups, and help remove obstacles that lie outside the team's mandate. The work requires a good understanding of the regulations governing the aviation weather service, and an important part of the mission is to ensure effective, well-functioning, and quality-assured processes for requirements management and tracking of requirements to release.
The Role Also Includes:
- actively working towards an agile culture and driving improvements in collaboration with development teams, team coaches, and the management team for the product area
- planning and coordinating development efforts required by other teams to carry out the planned development of the aviation weather service
- participating in Nordic and international collaborations, for example in joint development projects
- being responsible for budgeting and financial follow-up of the product area's IT costs
- contributing to proposal and contract work with the development of solution proposals, cost estimates, compliance with requirements, and agreed service levels
Your Profile
You have a university or college degree in IT or equivalent knowledge, as well as traditional project management training such as PPS. Excellent knowledge of Swedish and English and good proficiency in the Office suite, or equivalent, is required.
You also need to have:
- several years of experience in project management and requirements management regarding the development, operation, and management of IT solutions with high availability requirements
- several years of experience working agile with product and system development and with agile development teams
- very good ability to present internally and externally, as well as communicate in writing and verbally
- experience leading workshops and meetings
Preferred qualifications include:
- experience with budget responsibility and financial follow-up
- knowledge and experience of regulations relevant to service providers for aviation, ISO27001 and ISO9001 or equivalent
- experience with change management of software with traceability requirements
- experience with international collaborations or development projects
- training in agile project management and agile methods, such as SCRUM or Kanban

You are persistent and have the ability to interpret regulations, as well as develop effective routines that you follow up and improve.

Travel Frequency
Mainly within Sweden, but also internationally. The extent varies over time and according to the needs of the operation.
