Procurement Lawyer at PTS
As a procurement lawyer at PTS, you will lead procurements of varying complexity, work strategically with contracts and legal investigations, and provide central support in various procurement projects. The procurement unit, which is one of four units within the finance department at PTS, leads, coordinates, and develops PTS's procurement operations. The unit is responsible for the authority's preparation of procurement matters and the assignment also includes carrying out various purchases and procurements, enabling efficient purchases, managing contracts, and assisting the authority with qualified advice on issues related to procurement, purchasing, and contracts.

About the Role
In the role of procurement lawyer, you will be responsible for carrying out procurements that often concern IT, digitalization, and other business-critical areas. The work involves leading procurements that may include more advanced procedures, such as negotiated procedures with prior advertising and competitive dialogue. You will also handle simpler purchases, such as call-offs, when applicable.
You are responsible for both the contractual, procurement law, and procurement technical aspects of the procurement process. Together with colleagues in the procurement unit, you will also work on managing and developing our templates and support materials from a procurement law perspective. The role also includes tasks such as handling appeals, assisting the business with PUB agreements, and producing legal investigations related to, for example, exemption clauses, as well as participating in referral work.
In larger procurement projects, you will collaborate closely with other procurement officers in the unit, and you will also be involved in our joint business development work where we develop processes, working methods, and structural capital.
About the Team
You will be part of a tight-knit team of six employees and a procurement manager. Half of us are trained lawyers, and we handle procurement law issues such as appeals and legal investigations ourselves. The unit is characterized by close cooperation, both within the unit and with the business we are to support; our aim is to make good deals.
About You
We are looking for someone who is collaborative and has an easy time communicating with the business, management, and other stakeholders within the framework of procurement projects. You collaborate effortlessly with both legal and technical competencies to ensure high-quality procurement results and are happy to share your knowledge.
You are results-oriented and drive procurements in a way that ensures that both the buyers' goals and the unit's overall goals are achieved – both in individual procurements and in our joint business development work. At the same time, you are secure and stable even in pressured or complex situations, and have the ability to maintain focus, act constructively, and find solutions when it is needed the most. For us, your personal qualities are important, which is why we will place great emphasis on these.
We are looking for you who have:
- a law degree or a master's degree in business law.
- at least three years of experience as a public procurement officer, strategic purchaser, procurement lawyer, or similar role.
- experience of having independently conducted at least two negotiated procedures with prior advertising according to LOU or LUF in the last five years.
It is also meritorious if you have:
- experience in conducting complex IT procurements.
- experience in conducting competitive dialogue.
- experience working with environmental and climate requirements within the framework of public procurements.

Good to Know
The position is a permanent employment with an initial probationary period of six months. Placement in Stockholm with a start as soon as possible by agreement. Your job title will be procurement officer.
