Do you want to lead the social services' work with category management in the adult area and contribute to improved supply for the target group? Then this could be a position for you.

Our development leader responsible for category management for adults is moving on to another position within the department, and we are now looking for an engaged and driven development leader for our team.

Spink is a consolidated placement and purchasing function for the social services and the support administration for people with disabilities in the City of Gothenburg. The department is organizationally part of the social services South West, but the workplace is located on Stora Badhusgatan in central Gothenburg. Spink offers placement support to the administrations in individual cases, coordinates the administrations' systematic supplier follow-up, and works with supply and category management. Spink is also tasked with combating welfare crimes through systematic follow-up of private suppliers.

When a new region-wide IT support, PRIIS, is introduced at the beginning of 2026, Spink will also be responsible for system management, register maintenance, supplier follow-up, and legal support in complicated procurement cases for nine other municipalities in the Gothenburg region.

Responsibilities

As a development leader responsible for category management for adults, you will lead and coordinate the social services' work with category management and supply in the area. This means you are responsible for leading the work to revise, implement, and follow up on the adult category plan. You will have a team with strategic functions from the administrations to assist you. You are responsible for setting goals, conducting needs analyses, following up, and reporting on the results of the work.

Your role also includes process-leading cross-administrative development assignments related to supply and category management. This includes drafting the administrations' collective needs basis related to the contract strategies developed for each contract area and, together with the procurement and purchasing administration, being responsible for supplier dialogues.

In addition to leading the administrations' work with category management in the adult area, you will support the department head and unit manager in work related to internal control, operational planning, and follow-up. You will also be responsible for drafting referral responses and other service statements distributed to the department.

You will work closely with the department head and other category leaders and be part of an engaged and experienced staff group where we collectively take responsibility for Spink's overall mission. You will also collaborate closely with key individuals in the administrations and other common support resources.

Qualifications

We are looking for someone with a university degree in social work, behavioral science, or another education that the employer assesses as equivalent. You have experience in process-leading development work and in operational planning and follow-up. You also have experience in adult and housing issues within municipal social services and are well acquainted with working methods and current legislation in the field.

We consider it an advantage if you have managerial experience. Experience in category management, purchasing and contract competence, as well as experience in writing service statements for the board is also advantageous. If you have experience working within Gothenburg City's social services, within regulatory social services, and/or within operational activities, that is also an advantage. You have good knowledge of the Office suite, and we would prefer if you have experience working in Stratsys.
