Development Leader in Civil Preparedness and Crime Prevention
The Elderly Care Administration in Umeå Municipality works for safe and secure elderly care.

Civil preparedness is a growing area with new decisions at the national and municipal levels. According to proposals, new regulations in the Health and Medical Services Act will also be introduced on January 1, 2026. There is also a need to strengthen crime prevention efforts related to crimes affecting the elderly.
We are therefore looking for a development leader for the staff with a focus on civil preparedness and crime prevention. The position is newly established and reports to the chief of staff.
Your Responsibilities
Your main responsibility is to lead, coordinate, and follow up on civil preparedness work within the Elderly Care Administration and its operations. You are also responsible for leading, coordinating, and following up on the administration's crime prevention efforts.
You will, among other things:
- Lead the implementation of the municipality-wide project Systematic Continuity Management (SKA) within your own administration and participate in the reference group at the municipal level.
- Conduct continuity planning and risk and vulnerability analyses in the administration's operations.
- Drive the development of the administration's crisis and war organization and ensure that necessary plans exist, are known, and practiced.
- Drive and develop internal training work and be the local training leader for the administration during the municipality's local collaboration exercises.
- Collaborate with other parts of the municipality on preparedness issues, participate in relevant networks, and engage in municipality-wide preparedness planning that concerns the administration.
- Collaborate with other municipalities, the county administrative board, and relevant authorities in the area of municipal health and medical care and social services crisis preparedness and civil defense (KHOSS).
- Coordinate work to meet new regulations in the Health and Medical Services Act.
- Participate in municipal-wide collaboration on crime prevention efforts and ensure that the board has a plan for this work.
- Be the administration's representative in collaboration with the security unit.
About You
You have a high level of security awareness and a good ability to structure, prioritize, and take initiative in your work. You are analytical, solution-oriented, and confident in handling complex information. You have good communication skills, are analytical, and possess strong problem-solving abilities. You learn quickly and have a holistic view that makes you understand the importance of collaboration to achieve good results. You easily create and maintain good relationships both internally and externally. You thrive in a coordinating role and have the ability to drive work forward. You can translate plans into concrete actions, are flexible, and can adapt to new conditions and requirements.
Requirements
- University or college degree, for example, in social work, political science, teaching, or other education that we deem relevant.
- Experience in social services operations.
- Several years of documented experience in leading projects/process work.
- Experience or documented knowledge of preparedness issues.
- Experience of structured collaboration with other actors on common issues.
- Fluent in Swedish, both spoken and written.
Meritorious
- Training in crisis management, preparedness, staff training, or equivalent.
- Experience in leading crisis work at the organizational level.
- Experience in continuity planning at the operational level.
- Experience in crime prevention work.
