The HR department of the City Executive Office is the municipality's strategic and operational function for overarching employer issues. We are responsible for ensuring that the personnel policy is known and uniformly applied throughout the organization.
The department leads, coordinates, and follows up on work related to competence supply, leadership development, work environment, health, labor law, and wage formation as well as salary and pension administration. In total, we are about 90 employees who together support the political leadership and the municipality's administrations. The work is carried out in close collaboration with the operations and the trade unions.
About the assignment
We are looking for a responsible and confident negotiator who wants to strengthen our team during a period of overlapping planned absence.
You will work both strategically and operationally, from developing contract and negotiation work to consulting colleagues on individual personnel matters. An important part of the assignment is to build and maintain collaborative relationships with colleagues and trade unions. You contribute to a good collaborative climate and are a valued colleague who strengthens colleagues' competence in labor law and employer issues.
The assignment includes participating in all areas of responsibility and focus of the team. This means, among other things:
- Providing qualified advice on labor law and contractual issues.
- Participating in interest and dispute negotiations.
- On behalf of the municipal executive board and the personnel committee, conducting investigations.
- Contributing to the development of working methods together with the HR functions of the administrations.
- Participating in the wage formation process.
Another important part of the role as a negotiator is to educate, skill, and consult colleagues and to work with target group-adapted communication. A strategic assignment is to develop processes, routines, and system support that make it easy to understand and work with our processes.
About you
We are looking for someone who has:
- Relevant higher education in HR or other education that the employer assesses as equivalent. Advanced training in labor law is an advantage.
- Experience and ability to interpret and apply labor law and to independently draft local collective agreements.
- Experience in providing qualified labor law advice and making recommendations on complex issues.
- Experience in union work and negotiation.
- Experience in leading and coordinating larger, organization-wide processes.
We would like you to have experience from the public sector and a politically governed organization. The position requires good knowledge of Swedish, both spoken and written.
As a person, you are confident and work consultatively and strategically, with an approach based on trust and long-term collaborations. You are quality-conscious and take responsibility for independently driving processes forward. You are meticulous, attentive, solution-focused, and have good pedagogical and communicative skills.
