About the Position

We are looking for a temporary procurement officer as one of our procurement officers is on parental leave.

You who apply should be able to take responsibility for the entire procurement process from needs assessment to contract follow-up. The procurement unit is placed under the Economic Operations of the Municipal Executive Administration. We are a small procurement team in Laholm consisting of a procurement manager, two procurement officers, and a project manager for e-commerce. The position will be a temporary assignment for one of the procurement officers.

Our procurement team has an open and close collaboration where we support and motivate each other in everything, big and small. Even though much of the work is independent, you are never alone in procurement in Laholm; we always fight together. We believe that going to work should be fun and meaningful.

In Laholm Municipality, we work with procurement within the municipal group. Therefore, you will also be involved in the ongoing collaboration and good dialogue between the municipality and its companies.

Laholm Municipality currently works in the procurement tool Mercell TendSign.

The municipality is also entering a new exciting phase regarding its purchases and orders as it will implement an e-commerce solution for the municipality during 2024 - 2025.

The main tasks of the procurement unit are to handle procurements, conduct specific procurements, provide internal advice and support to municipal companies, and conduct information and training initiatives.

The Role of Procurement Officer in Laholm Municipality

In your role, you are expected to act as a project manager and keep the entire process together. You have the ability to create good relationships. Since the work involves many contacts both internally and externally, it is important that you act professionally, commercially, and have the ability to communicate and collaborate in a trustworthy manner. To succeed in your work, you need a structured approach and be used to managing multiple projects simultaneously.

The role involves quite independent and varied work with a focus on the needs of the operations.

Job Responsibilities

Your job responsibilities will primarily consist of:

Independently planning, leading, and conducting procurements of varying complexity and taking responsibility for the entire procurement process, from needs assessment to contract follow-up.
Economic sense with the ability to steer towards total benefit and customer value.
Developing evaluation models, both with a strategic perspective and with the evaluation models available in TendSign.
Management of contracts so that they are published in the contract catalog.
Providing advice and support in procurement and call-off issues.
Handling appeals in procurement matters.
Some training may occur.

You will also participate to some extent in networks with other municipalities and the region of Halland and be involved in creating the right conditions within certain networks to develop procurement work both for Laholm Municipality and for the rest of the county.

Qualifications

We are looking for someone with an academic degree in law, economics, engineering, or other education that the municipality deems suitable for the position.

We view positively that you have documented experience in independently driving and conducting procurements according to LOU.

Procurement primarily occurs within products and services.

You are a proficient IT user and express yourself well in Swedish, both spoken and written. Previous experience with electronic procurement tools such as TendSign is preferred.

The work requires that you are service-oriented and analytical.

Additionally, we see that you have:

Good project management skills.
Good knowledge of the Office suite and good knowledge of Excel for quantity evaluation.
The ability to manage multiple ongoing processes/procurements simultaneously and thrive in a fast-paced environment.
