Analyst in EU Energy Policy

Your Responsibilities – Analysis of the Link Between EU Energy Policy and National Energy Planning

The Policy Analysis unit works with analyses of the EU's and Sweden's energy policy goals and governance. The unit has now been tasked with strengthening the work on our analyses of the EU's impact on Sweden's energy planning.

As an analyst, you will be part of our EU function. We lead the agency's work to analyze and assess the effects that EU initiatives have on Swedish energy policy and the decisions made by companies, municipalities, and other actors in the energy system at an early stage. We provide background material, expert knowledge, and support in the work before and during negotiations of EU legal acts and other major EU initiatives.

The EU is increasingly influencing our energy system, and the focus on planning is growing. Here, you will play an important role in our work to strengthen the understanding of the consequences of EU-level initiatives and their impact on the transition and energy planning in Sweden. The work may also involve clarifying local, regional, and national circumstances that are important to consider in EU legislation. This may involve issues related to the electricity grid and other energy infrastructure, permitting processes, and financing issues.

The role entails close collaboration within the EU function and with other colleagues in the agency, as well as cooperation with, among others, the Government Offices and other authorities. As an analyst, you will have the opportunity to develop expert knowledge that can contribute to valuable insights for Sweden's energy planning, strengthen Sweden's position in negotiations, and prepare our organization for upcoming changes.

Qualifications

We are looking for someone with an academic background that the employer deems relevant, for example in political science, cultural geography, social sciences, or energy systems. You have experience working with EU issues in Sweden or internationally, combined with knowledge of EU institutions and decision-making processes. Additionally, you have experience analyzing complex information and producing reports and materials tailored to the target audience. You communicate well in both Swedish and English, both orally and in writing.

It is advantageous if you have knowledge of EU's and Sweden's energy policy and its impact on the Swedish energy system. It is also beneficial if you have experience working in Brussels for any of the EU institutions, industry organizations, interest groups, or through Swedish representation. Similarly, if you have experience assessing the consequences of EU policy at the national, regional, or local level in Sweden. Experience in energy or infrastructure planning is also a plus.

About the Workplace

The Swedish Energy Agency's analysis department is the hub of the agency's investigative work, and the responsibility spans all types of energy and climate issues, energy and electricity system issues, policy analysis, monitoring and evaluation, as well as forecasts and scenarios. We actively work with all three pillars of energy policy. The government is our primary client, but we also work to enhance knowledge in society at large. The department houses the agency's EU function.

Good to Know

The position is a permanent employment with an initial six-month probationary period. Start date by agreement. Positions within the Swedish Energy Agency may be placed in a security class, which means security clearance and background checks according to the provisions of the Security Protection Act. With employment, it may be relevant with military placement in the agency.
