Job Description
Do you want to help shape the future of urban development? We are looking for an engaged and
driven Head of Land and Exploitation who wants to make a difference in our municipality.
As the Head of Land and Exploitation, you will lead
and develop our department, be responsible for strategic planning and implementation of
land and exploitation projects, and coordinate and collaborate with other
departments to ensure effective and sustainable urban development. The department
has two units, early stages and implementation. You will also be responsible
for the part of the operation that manages the municipality's land reserve and property rights,
handling the purchase and sale of real estate. During the first few months, one of the unit manager positions will be vacant, planned to be filled by June 2.
The position is an interim consultant role with an estimated duration of about 9–12
months, up to 100% with a one-month notice period.
Location: Värmdö municipality.

Responsibilities
Tasks:
- Support employees and unit managers in matters related to land legal issues.
- Lead and develop the department for land and exploitation.
- Be responsible for strategic planning and implementation of land and exploitation projects.
- Coordinate and collaborate with other departments to ensure sustainable urban development.
- Manage the municipality's land reserve and property rights.
- Handle the purchase and sale of real estate.
- Attract and collaborate with external actors to promote the municipality's development.
- Resource planning.
Qualifications
- Relevant higher education in urban planning, surveying, or real estate science, or an education that the municipality deems equivalent.
- We prefer that you have at least 5 years of experience in a managerial role within land and exploitation issues, preferably within municipal operations.
- Experience in leading and developing teams.
- Good knowledge of laws and regulations in the land and exploitation area.
- Ability to work strategically and long-term.
- Strong communication skills and experience in collaborating with different stakeholders.
Personal qualities:
- Engaged and driven with a genuine interest in urban development.
- Solution-oriented and proactive.
- Good leadership qualities and the ability to create participation and consensus.
- Ability to work under pressure and manage complex projects.
