HR Consultant Generalist

Who are we?

The HR department belongs to the office of the municipal director and has the fundamental task of implementing the municipality's personnel policy. Based on the political vision, we work both strategically and operationally. The assignment also includes developing and quality assuring HR processes and routines. Through consultative and operational support, we enable the organization to carry out and develop its welfare mission.

The department encompasses all of the municipality's central HR functions and consists of four units: the payroll unit, HR unit, negotiation unit, and recruitment unit. We are now looking for an HR consultant generalist who has knowledge of and interest in digitalization.

The position is located in the HR unit, which is a wonderful and welcoming team with extensive experience and broad competence. We work consultatively and operationally with both tactical issues and municipality-wide development issues within management and leadership development, group development, work environment issues, individual cases, and work-oriented rehabilitation, healthy workplaces, and increased employee attendance.

Currently, we are located in premises near the central station in Norrköping. In the autumn/winter of 2025, we will move into newly renovated office premises in Norrköping's beautiful Town Hall, which is close to the travel center, public transport, gyms, restaurants, and shops.

Your tasks

You will work in a broad role that touches on all HR areas and serves as a supportive and coaching resource for the organization's managers. Additionally, you will have a central role in monitoring the external environment and participating in streamlining and simplifying through digitalization.

Together with colleagues, we provide effective methods and tools that create structures and support various HR processes, as well as developing and simplifying routines and processes.

You will participate in manager meetings, conduct training sessions, and actively drive HR issues together with the HR manager and other colleagues in the department. In your role, you will also staff the manager support “HR-direct”.

HR consultants work in teams linked to operational offices.

Norrköping municipality has had a flexible working method for several years that allows remote work, which we offer in this position.

Who are you?

You have a university degree from an HR program and preferably additional university credits or work experience in digitalization and system issues.

Experience in HR is meritorious, as is knowledge of new technology and system issues.

Your personal competencies, such as attention to detail and a desire to develop and support colleagues, are especially important for succeeding in this position.

We are looking for someone who is passionate about making a real difference, both for employees and for the organization.

As we work closely with managers and together with colleagues, we value the ability to collaborate, be receptive, and build relationships and trust.

You will also have your own assignments and therefore need to have the ability to plan, structure, organize, and complete your work independently and together with others.
