We are looking for a Construction Manager for Signals for the project Fyra Spår Uppsala (Four Tracks Uppsala) at Trafikverket (The Swedish Transport Administration).

This is a consultancy assignment based in Uppsala. The assignment covers 40% of a full-time position and involves close collaboration with the client, which places high demands on flexibility and teamwork skills.

The Assignment

As Construction Manager for Signals, you are responsible for leading and coordinating the client's follow-up of signal contracts and associated economic regulation within the assigned area. The role involves supporting the project manager in production-technical matters, ensuring that contracts are carried out according to agreed requirements and regulations, and collaborating with contractors, designers, and project management to contribute to efficient production.

Responsibilities

• Participate in cost and time control work when following up on contracts.
• Participate in risk management work.
• Collaborate with other projects, units, and contractors within the program.
• Be involved in the preparation and follow-up of control plans and similar documents.
• Identify problem areas, assist in inspections, and provide project management with supporting material for UR (Unforeseen Requirements), ÄTA (Additional Work/Changes), design, etc.
• Follow up on the contractor's execution regarding time, cost, and content, as well as compliance with current requirements and regulations.
• Perform follow-up and controls of the contractor's documentation for compensation generally, as well as in connection with UR/ÄTA handling.
• Participate in and be able to evaluate signal-technical work in both the client's and the contractor's organization.
• Participate in and, in some cases, lead meetings relevant to the technical area, such as construction meetings, production meetings, and technical meetings.
• Provide support to other project and production management in contracts regarding signal-technical questions linked to different stages of the contracts.
• Perform other tasks required to execute contracts in accordance with the business system.

Requirements (Mandatory)

• Excellent command of the Swedish language, both spoken and written.
• Experience from working in project groups where coordination was important.
• Valid B-class driver's license.
• At least 3 years of work experience (as a construction manager or in a supervisory role such as production manager, site supervisor, site manager, or equivalent in construction/infrastructure projects) within the relevant technical area. The work experience must not be older than 10 years.
• Knowledge of laws and regulations as well as standards and directives within the relevant area.
• You must have completed BAS-A/SK (Safety and Environment training).
• At least 3 years of experience as a construction manager or in a supervisory role, with at least 70% of this experience spent in the client organization during the production phase of a railway project involving new production of state railways with a total project cost of at least 250 MSEK. The work experience must not be older than 10 years.
• At least 3 years of work experience as a construction manager or in a supervisory role from projects involving the reconstruction of various types of signal control centers. The work experience must not be older than 15 years.
• At least 3 years of experience as a signal technician, and the candidate must hold SISÄ authorization.
• Knowledge of AB04, ABT06, and ABK09.
• Knowledge of AMA, RA, and MER infrastructure.
• Good knowledge of Trafikverket's regulations for railways (TDOK, TRVINFRA).

Meritorious Qualifications

• You have at least 3 years of experience as a construction manager or in a supervisory role, with at least 70% of this experience spent in the client organization during the production phase of a railway project involving new production of state railways with a total project cost of at least 250 MSEK.
• You have worked as a construction manager in projects where the transition was made from control center 85 to control center 95.
