The Procurement Unit is expanding, and we are now looking for a Junior Procurement Specialist with an IT focus. This is a role for you who are at the beginning of your career and want to develop within public procurement in a socially important and developmental environment where demands on security, robustness, and quality are high.

Your responsibilities and tasks

As a Junior Procurement Specialist here, you will work together with experienced colleagues on procurements within areas such as IT systems, IT infrastructure, communication, and IT services.

Your tasks include:

  • Participating in and supporting buyers during the procurement process – from needs analysis to contract follow-up.
  • Working in teams and having an egalitarian approach.
  • Contributing to the preparation of procurement documents and specifications.
  • Collaborating with operations, IT specialists, and other functions within the agency.
  • Contributing to the development and improvement of methods and processes within procurement.

You will work in close cooperation with colleagues and receive introduction, support, and supervision to develop in the role. Gradually, you will take on greater responsibility and eventually drive procurements independently. Furthermore, you will, over time, perform work within other parts of the purchasing process, such as managing contracts or conducting contract extensions.

Your knowledge and competencies

We are looking for you who have:

  • An academic education in law, economics, IT, or another relevant area, or a university college degree (YH/KY) in public procurement or other education or experience that we assess as equivalent.
  • Basic knowledge of the Public Procurement Act (LOU).
  • Practical experience of LOU or other procurement legislation.
  • Good ability to express yourself in speech and writing in Swedish.
  • Basic understanding of IT, for example systems, services, or technical environments.

It is meritorious if you have:

  • Experience of independently driving processes within purchasing or procurement – for example, through work, internship, or trainee programs.
  • Experience of working in projects or in cooperation with different functions.
  • Good familiarity with working in the Microsoft Office suite.

About the employment

We offer you a permanent full-time position starting with a probationary period with the possibility of extension.

Your place of work will be Karlstad or Stockholm, and travel during employment will occur.

The majority of our positions involve placement in a security class. Swedish citizenship is usually required. In the event of placement in a security class, a security investigation with register check will be conducted prior to employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are war-placed.

About us

The Procurement Unit is a central function at the agency that both supports and directs the entire agency within the purchasing process. The unit's task is to direct, develop, manage, and follow up on the agency's work with procurement and contract management. Furthermore, it includes directing and driving the agency's procurement work and developing and managing associated system support, processes, and routines as well as methods for following up on contracts and suppliers. The Procurement Unit is divided into teams. The unit is led by the agency's Procurement Manager.
