Within this administration, the municipality's internal services and service functions are consolidated. We contribute to the development of the municipality's operations and cross-municipal service solutions.

Your responsibilities

Linköping Municipality purchases goods, services, and contracts worth several billion SEK every year. Efficient, business-oriented, and strategic procurement work is an important tool for achieving the municipality's goals and contributing to economic, social, and ecological sustainable development.

We are looking for an experienced procurement specialist.

As an experienced procurement specialist at Linköping Municipality, you are driven by strong business acumen. You want to make a good deal where the operations receive quality at the right price, while balancing different needs and market conditions to contribute to the public good. Main responsibilities include:

  • Project manage and independently drive procurement processes, from needs analysis to follow-up.
  • Category responsibility – Be responsible for one or more purchasing categories, which involves analyzing the market and external environment and developing and applying strategies.
  • Lead the work with requirement setting, based on functionality to promote innovation and precise solutions.
  • Have a consultative and supportive role towards the municipality's operations within your categories, where you build trust and networks.
  • Conduct environmental scanning and market analyses.
  • Develop digital working methods and routines for the procurement work within the unit.

Your workplace

You will join a unit characterized by collaboration and knowledge sharing. The unit currently consists of 15 engaged employees: 3 procurement assistants, 5 procurement specialists, 1 procurement lawyer, 1 category manager, 2 case handlers within e-commerce and coordinated product distribution, 2 contract controllers, and 1 unit manager.

You who apply

The position requires a university degree or a University College Diploma (YH) with a relevant focus, or equivalent knowledge acquired through professional experience. If you have a university degree with a legal focus, we view this as meritorious, as does education in Public Procurement (LOU).

You have several years of professional experience in procurement, and it is meritorious if you have professional experience in public procurement and/or category management. To succeed in the position, you must have the ability to combine good legal understanding with the responsibility of making a good business deal based on operational needs. You have good digital maturity, and experience with digital procurement tools is meritorious.

The position requires that you have good ability to communicate in Swedish, both orally and in writing, as you will formulate clear requirements and contract terms and lead dialogues with buyers and suppliers.

The role implies that you are self-reliant and feel confident in the role of project manager to structure and drive your processes forward. You work well with other people and are outgoing in professional contexts. You are calm, accommodating, and strive to deliver solutions. Additionally, you have good analytical skills to weigh together complex information as well as economic understanding. You adapt easily to changed circumstances.
