OBS: This position is located in Gävle

We are recruiting on behalf of a public authority in Gävle for an HR colleague with experience in organizational development, job grading structures, and change management. This is a strategically important assignment involving the development of a future job grading structure that creates increased flexibility, strengthens competence supply, and enables more efficient resource utilization based on operational needs.

You will work closely with key stakeholders within the authority to analyze the current job grading structure and develop a concrete, implementable model for future roles. The assignment covers the entire chain from current state analysis and target vision to implementation plans and change management.

This is an assignment for you who thrive in complex organizations and have experience turning strategic analyses into practical solutions.

Summarizing, your responsibilities will include:

• Conducting an operationally close analysis of the current job grading structure
• Identifying fragmentation, critical competencies, and barriers to internal mobility
• Developing a future job grading structure with broader and more flexible roles
• Designing level structures and development paths based on competence
• Ensuring the model is compatible with state regulations and labor law requirements
• Describing how internal mobility can be implemented legally securely and in accordance with merit and skill principles
• Providing concrete examples of job descriptions
• Developing an implementation plan with change management, risk analysis, and recommendations for rollout

We are looking for you who have documented experience in developing and implementing job grading or competence structures. You are accustomed to working close to operations and have the ability to create buy-in among both management and operations.

You have:

• Experience in designing and introducing broad roles or competence-based organizational structures
• Experience working within the Swedish public sector and a good understanding of specific state legislation in the field of labor law
• Good knowledge of labor law and union collaboration
• Experience in wage formation in larger and complex organizations
• Ability to work operationally close and turn analyses into concrete, implementable solutions

It is an advantage if you also have:

• Experience working with job grading structures in larger organizations
• Experience in implementation and change management, not just analysis

This is a consulting assignment via OIO starting in September, for the remainder of the year, with a possibility of extension.
