You will step into a key role in a larger municipal operation that continues to develop its procurement and tendering work. The focus is on construction tenders and category management, where you will contribute both strategically and operationally in an environment with many stakeholders, high demands for business professionalism, and significant impact on the operation's results.

Here, you will support an established tendering function in the next step of its development journey. You will become a secure expert support in complex construction issues, while simultaneously helping employees and buyers translate strategy into working methods that function in everyday life. This role suits you if you thrive on combining advisory services, structure, and execution power in an operation where your contribution is clearly visible.

This is an interesting assignment for you who want to influence how construction tenders are carried out in practice and contribute to more coordinated and business-minded purchases.

• You take an advisory role in both strategic and operational tendering issues within construction.
• You guide on how to structure the AF-part (General Conditions) for the best business results in both building and civil engineering contracts.
• You support employees and buyers throughout the entire purchasing process, from needs analysis, feasibility study, and RFI to tendering, contract implementation, and contract follow-up.
• You drive and develop category-based work related to construction tendering.
• You lead meetings, workshops, and individual check-ins, creating momentum without formal personnel responsibility.
• You act as an accessible expert support in TendSign and help the operation work structured and efficiently in the system.
• You coordinate the dialogue between different stakeholders and contribute to change management through clear and pedagogical communication.

• At least 5 years of documented experience in public procurement according to LOU (Public Procurement Act).
• Documented experience with construction tenders within both building and civil engineering contracts.
• Documented experience in leading and executing category-based work within construction tendering.
• Good knowledge and practical experience of AB 06, ABT 06, and ABK 09, as well as basic contract law related to construction.
• Experience working strategically and operationally through the entire tendering process, from needs analysis, feasibility study, and RFI to tendering, contract implementation, and contract follow-up.
• Experience in providing strategic advice and supporting buyers and operations in complex tendering issues.
• Experience in leading and facilitating meetings, workshops, and collaboration with multiple stakeholders without formal personnel responsibility.
• Experience working in the tendering system TendSign.
• Good ability to express yourself well in Swedish, both orally and in writing.
