The supplier market accounts for more than 70 percent of the Swedish Transport Administration's total turnover. As an employee in Purchasing and Logistics, you contribute to the Swedish Transport Administration making sound business decisions, creating more road and rail for the money, and thereby creating more value for those we serve today and in the future.
At the Swedish Transport Administration's Purchasing and Logistics department, approximately 300 employees work to develop, implement, and manage the organization's purchasing and procurement activities, as well as the supply of technically approved materials, through close interaction and dialogue with business areas, suppliers, and industry bodies.
Job DescriptionTo one of our three purchasing units in Gothenburg, we are looking for a qualified Purchaser for a position that handles procurement of technical consultants and contracts for the Swedish Transport Administration's road and rail operations.

In the role of qualified Purchaser, you are responsible for independently conducting procurement processes and contributing to the development of our business, while ensuring that the Swedish Transport Administration's purchases are made in a commercially and legally correct manner.
As a qualified Purchaser at the Swedish Transport Administration, you are expected to influence requirements in procurements and contribute to projects that promote reduced climate impact and increased innovation, productivity, and efficiency.
The role includes assisting projects by actively providing advice and support within procurement and contract law, serving as a commercial support throughout the contract lifecycle, and leveraging experiences through continuous improvements.
Together, we work to make the Swedish Transport Administration's business attractive and, through collaboration with our suppliers, develop our business with a focus on both sustainable contracts and a sustainable transport system.

QualificationsWho are you?
To succeed in the role, you are an independent and structured person who takes responsibility for your work and drives your procurement processes forward in a planned and methodical way. You have a solution-oriented and commercial approach. By analyzing prerequisites, applying laws and guidelines, and considering the business's needs, you contribute to well-thought-out business decisions and find solutions that create value for the Swedish Transport Administration and those we serve.
You are confident in your professional role, have high integrity, and the courage to make and stand by well-founded decisions. The role means that you sometimes need to stick to your assessments and explain regulations even in situations where different interests meet.
Since you work closely with project managers, colleagues, and other stakeholders, you are also a good team player who appreciates collaboration. You communicate clearly, adapt your message to the recipient, and build trust through a professional and attentive approach.
We are looking for someone who has:
- good knowledge of LOU/LUF (Swedish Public Procurement Acts)
- at least a few years of relevant and current experience leading procurement work in the public sector
- responsibility for procurement of contracts and technical consultants in the public sector
- post-secondary education in economics/purchasing or other education combined with experience we consider equivalent
- experience with contract law AB/ABT, ABK, and the AMA system
- very good knowledge of Swedish, both spoken and written
It is also desirable if you have:
- experience with road and rail contracts
- experience with negotiation within public procurement
- experience with business development and/or strategic purchasing from the private or public sector
- experience with contract and supplier follow-up
