The Technical and Property Administration delivers internal services so that our colleagues in other operations can focus on their core activities. We are responsible for the operation and development of public spaces and issue permits so that the municipal group and the business community can conduct their operations. We also ensure that children, students, and care recipients receive good and nutritious food, and that the municipality's premises are well-maintained and suitable for their purpose.

Within the technical operations, a large number of employees with varied assignments are gathered. In our daily work, we perform a multitude of different tasks so that our colleagues in the municipal group can focus on their core assignments and so that residents and visitors can enjoy a beautiful, safe, and sustainable Kalmar.
We now want to strengthen our ability to coordinate and develop the operations so that we can provide even better service to those we are here for. That is where you come in.

Job Description
We are now launching a dedicated unit for internal services within the technical operations, and we are looking for a leader for this unit. The unit brings together ten employees with varied assignments and competencies, but with the common denominator that they work across organizational boundaries and on more overarching and shared issues. The unit includes, for example, administrators, event coordinators, coordinators for quality, occupational health and safety, and environment, traffic administrators, rural developers, and coordination support.
The unit's role is to support other operations so that they can focus on their assignments. There is also a clear mandate to develop the technical operations' shared administration and processes from a holistic perspective, so that we can collaborate in the best possible way. Internal Services thus has both a steering and supporting role in the operations.
As the Unit Manager for Internal Services, you work both strategically and operationally. Together with your employees, you develop structures and working methods and follow up to ensure they function in practice. You have personnel responsibility for the unit's employees, are part of the technical operations' management group, and also serve as direct support to the Operations Manager.
Qualifications
We are looking for you who have;
- At least a high school education, preferably higher studies in organization or similar.
- Documented experience in development and change work.
- Experience working in a complex organization with many stakeholders and perspectives.
- Good knowledge of Swedish in both speech and writing.
It is meritorious if you have experience with:
- Leading an operation, within technical operations, societal development, or similar.
- Work with process development and quality issues.
- Digitalization work.
- Work in a politically governed organization.
- Project management.
We believe that you are structured, clear, have an easy time seeing the big picture, and are accustomed to working in an operation in constant change. You are driven by giving employees their own responsibility and encouraging them to dare to make their own decisions and grow in their roles, while at the same time offering clear direction and support when needed.
In your role, you encounter many people and needs, and you therefore need to be a good communicator who thrives on building relationships, listening, and finding possible solutions. At the same time, you need to be confident in prioritizing, setting demands, and making decisions. Since the unit is new, it requires the ability to lead change, create clarity regarding roles, responsibilities, and mandates, and to find new paths when needed.
