About the Social Services Administration

The Social Services Administration in Borgholm Municipality is responsible for support, care, and preventive measures for the municipality's residents. The administration comprises approximately 650 employees and is organized into four operational areas:

• Home care and home nursing
• Care and nursing homes
• Care for persons with disabilities
• Individual and family care

Each operational area is led by an operational manager. As Social Services Director, you are part of the municipality's management group and collaborate closely with other administration and company managers to contribute to the municipality's overall development.

The Social Services Administration faces both great opportunities and important challenges during a time of changing needs and demographic development. We actively work to strengthen preventive efforts, develop collaboration, and create a long-term sustainable social service for our residents. As Social Services Director, you will become a key figure in this work.

Responsibilities

As Social Services Director, you have overall responsibility for leading, developing, and monitoring the Social Services Administration's operations together with the administration's management group. The assignment is both strategic and operationally close. Therefore, we are looking for you who are visible in the operations, accessible to managers and employees, and who have a good understanding of the daily life and challenges of the welfare sector.

You are responsible for ensuring that the operations are conducted in line with the goals, visions, and budget frameworks of the Municipal Council and the Social Welfare Board. You drive development and change work with a focus on quality, legal certainty, efficiency, and a good work environment.

The role includes close collaboration with the presidium of the Social Welfare Board and the Municipal Manager. You are responsible for presenting cases, preparing decision materials, and creating conditions for well-founded decisions. You also represent the municipality in regional collaboration through participation in networks of Social Services Directors and county-wide development forums.

Requirements and Qualifications

Requirements

• Relevant university education or other education deemed equivalent by the employer
• Several years of experience in qualified managerial and leadership roles at a strategic level
• Experience in leading other managers
• Experience working in a politically governed organization
• Good ability to express yourself in speech and writing in Swedish

Meritorious

• Experience in major change and development work
• Education in leadership and/or change management
• Experience from several parts of the social services' operational areas
• Experience in regional collaboration and development work
• Good knowledge of the laws and regulations governing social services operations
