Department Manager for Streets, Parks and Harbours
As the Department Manager for Streets, Parks and Harbours, you are responsible for the units Streets/Parks and Harbours. Borgholm Municipality is now seeking a leader who wants to help shape future services for residents, visitors, and businesses.
Who we are and what we do
Streets/Parks is responsible for the maintenance and upkeep of public spaces within the municipality. This includes streets, pedestrian and cycle paths, parks, green areas, playgrounds, and recreation areas in the urban centers. The unit handles matters regarding the use of public space, excavation permits, parking permits, traffic regulations, traffic safety, parking control, and parking enforcement. The department also contributes expertise in the urban planning process from idea to completion and carries out construction work such as the new construction and renovation of streets, green areas, and water and sewerage pipelines.
Harbour operations cover the operation and maintenance of the municipality's seven harbours. Here, professional fishermen, leisure boats, motorhomes, businesses, and boat clubs should be met with good service and accessibility.

Responsibilities
In this role, you have the overall responsibility to lead and develop operations within streets, parks, and harbours based on politically established goals and steering documents. You report to the Technical Director and are part of the operational area's management group. Collaboration with the municipality's other departments is an important part of your work.
As Department Manager, you have responsibility for economy, personnel, and operations. You lead a operation with approximately 15 employees.
Within Streets/Parks, the role includes project management, project planning, procurement, and contract management. You are responsible for the planning and follow-up of operational and investment budgets, as well as the implementation of municipal development projects, such as the construction of infrastructure in the form of streets, water and sewerage pipelines, parks, and similar.
Within the harbour area, you are responsible for creating good conditions and leading the work and employees within harbour operations with clear goals and visions, based on decisions made. During the summer season, four harbour masters handle daily operations. You will have contact with various authorities regarding permit cases, as well as with the general public, boat, and fishing organizations.

Requirements for education and experience
- University education within the area of responsibility, or alternatively other education or working life experience that the employer deems equivalent.
- A few years of experience in leadership with personnel and budget responsibility.
- Relevant competence within the operation's areas of responsibility.
- Class B driver's license.
