About the UnitThe Licensing Unit in Borås consists of six licensing officers and one manager. The group has broad experience in the field, and the officers have worked at the unit for between 4 and 15 years. For the past four years, the unit has had no staff turnover, but now one of our officers has chosen to move on to another position, and therefore we are looking for our next colleague!
Today, the unit is located within the Environmental Administration, but if the necessary decisions are made, the unit will be placed under the Urban Planning Administration starting January 1, 2027. Our colleagues from the Environmental Inspection and Food Control departments will also move to the same administration at the same time.
The Licensing Unit is located in the City Hall Quarter, centrally located in Borås with proximity to the central station and travel center.
Job ResponsibilitiesAs a licensing officer, you primarily work with case processing and supervision according to the Alcohol and Tobacco Act. These are protective legislations where public health is prioritized over economic interests. As a licensing officer with us, you work with this perspective in focus. The work involves both service and control. You provide support and guidance to business owners while safeguarding legal certainty and public health.
You process applications and are responsible for qualified case handling where both legal and economic assessments are included. You review corporate structures, ownership relations, annual reports, accounting, financing documents, and other economic records to assess the economic prerequisites and suitability of businesses. A central part of the assignment is to contribute to countering economic crime and unfair competition.
In addition to case processing, you conduct supervision of restaurants serving alcohol and shops selling tobacco, strong beer (folköl), and over-the-counter medicines. The supervision includes both administrative reviews and field inspections, where evening and weekend duty occurs on certain occasions.
QualificationsWe are looking for you who have completed a university degree in economics, law, or another education that the employer considers equivalent.
To succeed in the role, you need to have good analytical skills and feel confident in reviewing and interpreting legal and economic documentation. You easily grasp legislation and can make objective and well-founded assessments even in complex cases.
You have experience in economic auditing, such as work with annual reports, accounting, corporate structures, or audit issues. It is an advantage if you have experience in qualified investigative work, supervision, or case handling where assessments and decision-making have been an important part of the work.
As a person, you are structured and have the ability to balance thoroughness with efficiency. You work independently, planning and prioritizing your work in a way that allows you to handle several parallel cases simultaneously. You have strong drive and are result-oriented, which means you work proactively to achieve both individual and common goals.
You are confident in the authority role and can combine a professional and service-oriented approach with clarity and integrity. You express yourself very well in Swedish, both orally and in writing, and create trust in your interactions with people. You enjoy working together with others and contribute to a positive and respectful work environment. Great importance will be attached to personal suitability.
A Class B driver's license is a requirement for the position.
