Description
The City Management Office in the City of Gothenburg is the administration for the City Executive Board and the City Council. The office's task is to support the City Executive Board in leading, coordinating, and monitoring the City of Gothenburg's operations, economy, and other strategic planning.
Do you want to contribute to developing the municipality's work against organized crime and criminal economy? We are now looking for a Planning Manager who can combine operational and tactical capabilities with strategic development work.
Responsibilities
Together with the department's 13 employees, you will work at the intersection of analysis, collaboration, and business development. The assignment involves contributing to the municipality's collective work in the crime prevention and safety area, with a special focus on organized crime and criminal economy. As a Planning Manager, you are responsible for driving and coordinating these issues, and you need to be able to switch between tactical operational planning and long-term strategic work to develop the municipality's capacity in this area.
In the role of Planning Manager, you contribute to preparing decision materials for the City Executive Board and the City Council, as well as in the execution of special assignments. Important starting points for the assignment include, among other things, the Act on Municipalities' Responsibility for Crime Prevention Work and the collaboration agreement between the City of Gothenburg and the Police District of Greater Gothenburg.
The department coordinates and drives development within the work area and implements steering documents such as safety-enhancing and crime-preventing programs and action plans. This includes, among other things, responsibility for producing the city's situation reports and supporting administrations and companies within the area. The work is based on a knowledge-based approach, which means structurally and systematically mapping and analyzing problems as well as identifying risks and opportunities.
Qualifications
You will:
- Develop strategies, working methods, and development proposals for the municipality's continued work.
- Contribute to situation reports, analyses, and decision materials.
- Collaborate with internal operations as well as external authorities and actors.
- Plan, coordinate, and lead efforts related to organized crime and criminal economy.
- Support the development and implementation of steering documents, action plans, and forms of collaboration.
- Work knowledge-based through mapping, analysis, and identification of risks and vulnerabilities.
- Follow the development of the external environment and represent the municipality in relevant networks and collaboration forums.
The work covers issues such as welfare crime, criminal economy, illegal influence, and other parts related to organized crime.
Who are you?
We are looking for you who are self-reliant, analytical, and have high integrity. You are confident in independently driving complex issues forward and have the ability to create structure and direction even in changing contexts.
Basic requirements:
- Experience of working in crime prevention, organized crime, security issues, or similar areas.
- Experience of working with criminal economy or welfare crime.
- Very good security awareness.
- Very good ability to work both operationally and strategically.
- Experience of collaboration with different actors and operations.
- Very good ability to express yourself in speech and writing in Swedish.
It is meritorious if you have knowledge in:
- Intelligence analysis
- Risk assessments and risk analyses
- Business development and change management
- Work within the public sector
