The Swedish Civil Contingencies Agency (MSB) is the leading, guiding, and coordinating authority in the civil defence. We ensure that society is prepared for crisis, high alert, and war.

Space has become an integrated part of our critical societal infrastructure. Services for navigation, communication, and meteorology are today dependent on satellite systems, while space has also evolved into a strategic arena where the threat landscape changes rapidly. Protecting Sweden's security and societal functions therefore requires a holistic perspective, where the ability to understand, protect, and utilize space becomes an increasingly central part of total defence.

Against this background, we are looking for a strategic coordinator who wants to further develop the work on space security and secure space services. The role involves working at the intersection of strategic direction, business development, and coordination of operational capability. You will work in close collaboration with the Swedish Armed Forces, other authorities, industry, as well as national and international partners, in an area where the pace is high and the significance for Sweden's security is clear.

Your responsibilities and tasks

The role entails broad responsibility with the opportunity for significant impact, where you are expected to translate strategic goals into concrete initiatives and contribute to a strengthened national capability in space-related security and preparedness. The position involves developing and coordinating the agency's work on space security and secure space services. The assignment covers both strategic development and support for operational capability, with a focus on how space-based services can be used, protected, and integrated into vital societal activities and civil defence.

In the role, you will among other things:

  • coordinate and develop the agency's work on space security and secure space services,
  • produce qualified decision-support materials and analyze threats, risks, and dependencies related to space-based infrastructure,
  • develop requirements, processes, and working methods for robust and secure use of space services,
  • drive collaboration with actors within total defence, other authorities, international forums, and industry,
  • contribute to preparedness, continuity, incident management, and capability development in the area,
  • conduct environmental scanning and represent the agency in relevant national and international contexts.

Your knowledge and competencies

We are looking for you who have:

  • relevant academic education, or other education and experience that the employer assesses as equivalent,
  • good knowledge of the Swedish public administration and experience of working in, or in close collaboration with, state operations,
  • several years of experience in qualified work from state operations, total defence, a preparedness authority, or relevant parts of industry,
  • documented experience of strategic coordination work in complex organizations,
  • experience in producing analyses and qualified decision-support materials,
  • very good ability to express yourself in speech and writing in Swedish and English.

It is meritorious if you have experience of:

  • collaboration within total defence, especially between civilian and military actors,
  • experience of systematic cybersecurity work, such as risk management, requirement setting, analysis, or steering,
  • security-sensitive operations, signal security, and work with security-classified information,
  • international collaborations, for example within the EU, NATO, or other multilateral forums,
  • space-related issues or work with dependencies on space-based services.

About the employment

We offer you a permanent full-time position, starting with a probationary period.

Your place of work will be in Stockholm, and travel during employment will occur.

The majority of our positions involve security clearance. Swedish citizenship is usually required. In the case of security clearance, a security investigation with register check will be conducted prior to employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are war-placed.

About us

The Space Security Section is responsible for strengthening space-related capabilities and resilience within the civil defence and preparedness system. The section works on space security-related issues within the EU, including participation in the work within EUSPA and coordinating Sweden's engagement in the EU's space programmes. The section is located in both Karlstad and Stockholm and consists of both more experienced and more junior employees.

We have activity-based offices where you can choose your workplace based on your own needs. You may also have the opportunity to work remotely to some extent.
