The Department of Upper Secondary and Adult Education employs approximately 950 staff members dedicated to providing high-quality education to the residents of Borås and our collaborating municipalities within the Borås region. In addition to four municipal upper secondary schools and a specialized upper secondary school, we also offer adult education and university college programs. The overarching goal of the Board of Upper Secondary and Adult Education is to provide all students and learners with the prerequisites to obtain a upper secondary diploma or become employable.

About the position

As a Department Controller, you hold a central and strategic role within the department. You report directly to the Head of Department and serve as a qualified support to the department's managers in matters concerning the steering, leadership, and follow-up of the organization's goals and results. You are a member of both the department's management group and the central staff function, where you contribute to creating structure, coordination, and development within the operations. You are responsible for the planning, coordination, and follow-up of, among other things, the business plan, internal control, budget process, monthly reports, and annual accounts. The role also includes coordinating authority audits, management group meetings and conferences, as well as the board's planning days.

A key part of the assignment is to monitor and analyze external changes that affect the operations. You drive and develop department-wide routines and collaborate with other departments and experts. Currently, the school sector is facing several extensive changes related to national reforms, school law, Borås City's steering model, as well as developments in AI and digitalization. Furthermore, you work on investigating, analyzing, and producing decision support materials, board submissions, and other strategic documents. You also have a coordinating responsibility for legal support to the operations within school legislation, administrative law, and the Municipal Act.

You are offered a dynamic role where you alternate between strategic and operational tasks. Here you will have a key role close to political decision-making, with significant influence over the department's steering and development, as well as good opportunities to influence both the operations and your own assignment.

About you

We are looking for you who have a Bachelor's or Master's degree in, for example, public administration, social sciences, pedagogy/principal education, or another education that the employer considers equivalent. You have experience in strategic work or leadership positions within the public sector or another politically governed organization. It is meritorious if you have experience working with school legal issues. We also expect you to have good digital competence and experience working in business support systems and analysis tools, such as Stratsys, Canea, Kolada, and Power BI.

The role requires strong self-drive, good prioritization skills, and the ability to handle tasks that sometimes arise with short notice. To succeed in the role, you are a skilled communicator with very good ability to express yourself in speech and writing, as well as to create clear and pedagogical presentations. You work strategically and analytically, have a structured work approach, and are good at planning, prioritizing, and delivering results within given timeframes. At the same time, you are meticulous and quality-conscious with a good understanding of how finance, planning, and follow-up interact to create a well-functioning operation.

You easily build trusting relationships and thrive in a coordinating role where collaboration and dialogue are crucial for success. With a supportive and solution-oriented approach, you create good prerequisites for both managers and operations.

About the Education Office, your future workplace

At the Education Office, approximately 20 staff members work within areas such as finance, quality and development, HR, IT, communication, upper secondary admissions, and board administration. The office is a collaboration-oriented workplace with high morale that values a good work environment, where everyone takes care of each other's competencies and abilities.

Everyone works with consultation, support, and administration to support the department's operations and core processes. Working at the Education Office means meaningful, developmental, collaborative, and varied work in an operation that works every day to create good prerequisites for young people and adults to succeed in school. The Department Controller is a key function in this mission.

The workplace is centrally located in Borås, at Olovsholmsgatan 32. The Preschool Department and the Primary School Department are also located in the building. On the ground floor, there is a cafeteria, which also serves as a lunch hall, where you can buy good sandwiches, pastries, lighter lunches, and where you can also drink coffee provided by the employer during the day.
