The Social Care Administration in Borås Municipality is responsible for the municipality's disability services, social psychiatry, and healthcare interventions for these target groups. With approximately 1,000 employees and 45 managers, we continuously work to improve the quality of our services for those we serve.

About the Role

We are now looking for an engaged and analytical Contract Controller for the Social Care Administration. In this role, you will ensure that our contracts are adhered to, that our tax funds are used correctly, and that we jointly combat welfare crime.

You will be part of the Administration's Economic Unit, which consists of 7 employees with various assignments within business development, internal controls, risk analyses, follow-up, budget and accounting work, procurement, etc.

Responsibilities

As a Contract Controller with us, you will have both a strategic and operational role. You are responsible for monitoring and quality-assuring our contracts, with a special focus on areas related to LOU (Public Procurement Act), LOV (Choice System Act), and external placements. Together with your colleagues in the unit, you will proactively work to increase contract compliance within the organization and support the business in procurement matters. A central part of the position is identifying deviations and countering unscrupulous actors.

Main responsibilities:

  • Contract follow-up with the administration's private providers, procured according to the Public Procurement Act (LOU). Contract follow-up with private providers procured according to the Choice System Act (LOV) as well as external placements.
  • Risk analysis and internal control within the administration. Coordinate and consolidate work regarding welfare crime.
  • Actively work on contract compliance by analyzing purchasing patterns and, together with your colleagues, actively working to increase the organization's contract compliance.
  • Support the business in procurement matters, including procurement within the framework of LOU, direct procurements regarding external placements, and responsibility for the LOV process.

You will work closely with the administration management as well as other managers and support functions within the administration. You are expected to stay updated and monitor the external environment in the areas relevant to your assignment.

Qualifications

We are looking for you who are structured, meticulous, and receptive. You have a holistic view, strong analytical skills, and an easy ability to see connections and consequences.

Since the role involves close collaboration with both internal operations and external actors, it is important to us that you are communicative, trustworthy, relationship-building, and good at setting requirements in a professional manner.

As the work is both strategic and operational, it is of great importance that you have the ability to switch perspectives.

Furthermore, you are solution-oriented and understand the importance of structure and order, where you easily see what needs to be prioritized.

Since you will work with writing reports, presenting, and following up on operations, it is of great importance that you have very good communication skills, both oral and written.

Requirements for the position:

  • You have a relevant academic education (economics, law, public administration, procurement) or another direction that the employer considers equivalent.
  • You have previously worked in similar roles in public operations and have experience with contract follow-up and purchasing work within the public sector.
  • Good knowledge of LOU and LOV.
  • Good knowledge of the Office package.
  • Very good ability to express yourself in Swedish, both orally and in writing.

Merits:

  • Experience from social services or care previously (SoL and LSS).
  • Experience with control work related to welfare crime.
  • Experience analyzing data in Power BI.
  • Experience with agency collaboration.
