About Us
The regions of Sörmland and Västmanland share a joint procurement function responsible for all tendering and purchasing activities for both regions. We are a team of approximately 45 employees and handle annual purchases and tenders valued at around 9 billion SEK.
We work closely with the operational units and have an important mandate to ensure commercial, legally secure, and sustainable public business. Our procurement function is undergoing development, focusing on clearer and more uniform working methods, increased quality in tender documents, and more coordinated support for our buyers. Special areas of development include strengthening our ability to prevent and detect welfare crimes, as well as handling crises and preparedness.
We are now looking for an experienced procurement lawyer who wants to work close to the operational procurement activities and contribute to strengthening the legal and structural support in daily procurement work.
About the Role
This is an operational and business-close legal role with a focus on procurement and contract support, quality assurance of tender documents, appeals, and a focus on developing, managing, and making templates and contract structures available.
You will be a key support to our strategic buyers and contract controllers, contributing to the fact that tenders and contract management are carried out in a legally secure, uniform, and efficient manner. The role involves both independent legal work and close collaboration with buyers, contract controllers, and business representatives. You will also collaborate with the legal functions of both regions.
We are looking for someone with a solid interest in the legal field and who thrives in contributing to making the law a clear support in the procurement and contract process.
Your Responsibilities
Provide Procurement and Contract Support
You will support ongoing tenders and contract management by, among other things:
- providing legal support in matters related to the Public Procurement Act (LOU), contract law, the procurement process, and tender documents
- assisting in the formulation of requirements, terms, qualification requirements, and evaluation models
- quality-assuring tender documents prior to publication
- supporting questions regarding contract suspension, award decisions, cancellation decisions, questions and answers, and clarifications
- contributing legal assessments in supplier matters, clarifications, and negotiations
- providing support through legal assessment of contract terms in cases such as contract deviations, disputes arising, and questions regarding penalties and appropriate handling
- handling appeals and disputes
- making assessments related to contract changes, options, direct procurement, and cancellation of tenders
- providing legal support regarding questions of transparency and confidentiality
- responsible for document structure and templates
- contributing to quality and uniform working methods
Your Qualifications
We are looking for someone who has:
- a law degree
- excellent knowledge of public procurement and the Public Procurement Act (LOU)
- excellent ability to express yourself clearly and correctly in Swedish, both orally and in writing
- good ability to translate legal expertise into practical, usable support
- interest in structure, quality, and the development of templates and working methods
It is meritorious if you have experience with:
- legal work within the public sector
- work with tender documents, contracts, and decision templates
- appeals or court proceedings
- contract law and commercial terms
- creating guidelines, checklists, or internal support materials

Employment Terms
Permanent position, 100%. You are located within Procurement Sörmland & Västmanland and work closely with our buyers and managers in the joint procurement function. You are also part of Region Sörmland's legal network, which provides opportunities for experience exchange and professional development in adjacent legal areas.
Start date according to agreement.
