Enköping Municipality is looking for a purchasing lawyer who wants to work close to operations and contribute to legally secure and business-oriented procurement processes. Here, you will play a central role in developing the municipality's purchasing work – both operationally and strategically.
The Purchasing Department is a central function located within the Municipal Executive Office, responsible for the municipality's procurements, contract management, and e-commerce. We work closely with the municipality's various operations, combining specialist competence with a focus on development and individual responsibility.
We are currently developing our working methods with a focus on more efficient processes, digitalization, and increased use of AI as support in purchasing and legal work.

Job Description
As a purchasing lawyer here, you will have a key role in ensuring that the municipality's procurements are carried out legally, commercially, and with high quality. You will work closely with purchasers, managers, and operations, contributing both as legal expert support and in the development of our working methods.
The position is located in Enköping Municipality's newly built municipal house in central Enköping, with the possibility of hybrid work.
The role includes:
- conducting and quality-assuring procurements according to LOU (Public Procurement Act)
- providing qualified legal advice within procurement and contract law
- drafting and reviewing contracts and procurement documents
- handling appeals, statements, and disputes
- conducting legal risk assessments
- monitoring legal developments and implementing them in practice
- conducting internal training and strengthening the organization's competence
- contributing to the development of processes, governance, and working methods
Qualifications
We are looking for you who have:
- a law degree
- good knowledge of LOU and procurement law
- very good ability to express yourself in Swedish, both orally and in writing
The following are meritorious:
- experience in procurement legal work
- experience from the public sector
- practical experience with procurements and/or appeals
- knowledge of construction law
- experience in conducting training
- interest in digitalization and AI
Personal Qualities
You are confident in your legal competence and can make independent assessments in complex matters. You work in a structured manner, collaborate well, and have the ability to communicate law in a clear and operationally relevant way. You are also development-oriented and see opportunities to improve working methods and processes.

During the interview, you will need to verify your citizenship. You can do this with a passport or alternatively a population registration certificate together with an ID document. Employment can only take place after verification of the work permit, as required by the Aliens Ordinance.
