The Care and Social Services Administration in Enköping is currently seeking an experienced consultant to further develop the governance and monitoring of operations. We have identified a clear need to address the gap between allocated resources and financial outcomes, as well as to develop volume assumptions to create better prerequisites for planning, analysis, and monitoring.

Objective of the Assignment

The assignment aims to:

• Strengthen the analytical capability regarding financial development.
• Increase understanding of the organization's cost drivers.
• Improve the link between volumes, resource needs, and quality.
• Develop a common structure for key performance indicators (KPIs) and monitoring.

Responsibilities

As a consultant, you will conduct an independent review of the operations and provide a basis for further development. Your tasks include, but are not limited to:

• Analyzing costs, volumes, and quality within the care and social services sector.
• Developing and proposing relevant KPIs related to users, staff, productivity, and efficiency.
• Ensuring comparability through benchmarking against other municipalities.
• Analyzing the relationships between costs, volumes, and quality.
• Identifying causes of cost development and variations between operations.
• Developing concrete improvement and development proposals for governance and monitoring.
• Suggesting how KPIs can be integrated into budgeting, forecasting, and monitoring processes.

The outcome of the assignment will include:

• A written final report containing analysis, KPIs, comparisons, and recommended actions.
• Presentation of results and recommendations to the administration management and political decision-makers.
• Knowledge transfer and support to the organization for continued implementation and development.

The work will be carried out in close collaboration with economists, controllers, and operational representatives.

Your Profile

To succeed in this role, you possess the following competencies and experience:

• At least 5 years of experience working in the public sector, preferably in municipal care and social services.
• Good understanding of governance, budget processes, and work in politically driven organizations.
• At least 5 years of experience in analyzing costs, volumes, and KPIs.
• Experience in analyzing the relationships between costs, volumes, and quality.
• At least 5 years of experience in data-driven analysis and strong methodological competence.
• Ability to structure, quality-assure, and analyze large datasets.
• Experience with benchmarking and creating comparable materials between organizations.
• Good proficiency in Excel, Power BI, or similar analytical tools.
• Relevant academic education in fields such as economics, statistics, public administration, or equivalent.
• Experience in change management and organizational development.
• Documented experience in developing action plans and supporting implementation.
• Ability to translate analyses into practical governance and monitoring.
• Experience leading dialogues with management and presenting analyses in a clear and pedagogical manner.

All experience must be current and applied in the near past.

What We Offer

The assignment runs from 2026-08-17 to 2026-10-31 with the possibility of extension. The scope is estimated at 100% full-time. The work is primarily performed on-site at Kungsgatan 42 in Enköping, but hybrid work options may be available upon agreement with the client.
