The Urban Environment Administration has overall responsibility for the city's public spaces and collective accessibility. We work to create accessible, attractive, and vibrant urban environments and natural areas. The administration owns and manages the tram network in Gothenburg. Approximately 900 people work at the administration.

The Urban Environment Administration is part of the city-developing administrations in Gothenburg City. Job Description

The Role: Strategy Meets Implementation

We are now looking for a Planning Manager for the Contracts and Follow-up unit. Here, you work close to the operations and play a central role in driving, developing, and ensuring the quality of our procurement, contract, and follow-up processes. You will participate in and lead procurement projects within areas such as publicly funded transport, traffic technology, and mobility solutions.

You will have overall responsibility ranging from early needs analysis and planning, through procurement and contracts, to management, follow-up, and commercial results. This is not an administrative role. It is a role for you who want to take responsibility, influence, and make things happen.

Your Main Responsibilities

  • Lead and coordinate procurement processes according to LOU (Public Procurement Act), from planning to implementation with support from specialists in areas such as procurement, communication, and law.
  • Drive parallel assignments with clear management, follow-up, and risk management.
  • Manage and further develop existing contracts.
  • Follow up on contracts, suppliers, and deliveries with a focus on quality and goal achievement.
  • Act as advisory support to buyers in procurement, tendering, and contract matters.
  • Contribute to the development of working methods, processes, and follow-up models.

Qualifications

  • University degree in law, economics, logistics, or other education assessed as equivalent by the employer.
  • Several years of experience working with procurement processes, purchasing, or contract management.
  • Good knowledge of LOU and experience in public affairs.
  • Experience in project management or leading processes with clear deliverables.
  • Very good skills in Microsoft Office.
  • Very good ability to express yourself in speech and writing in Swedish.

Preferred Experience

  • Experience working in a politically governed organization.
  • Experience in supplier follow-up.
  • Experience working in the passenger transport sector, e.g., public transport.
  • Experience in procurement projects within the IT or technology sector.
