Emergency Preparedness Strategist at Trollhättan Municipality

The external environment has changed. The demands on municipalities' ability to handle crises, disruptions, and heightened readiness are increasing. Trollhättan Municipality is therefore seeking an engaged and development-oriented Emergency Preparedness Strategist who wants to help build a robust municipality for today's and tomorrow's challenges.

Here, you will have a key role in the work with civil preparedness, crisis preparedness, and total defense. You will work closely with the municipal leadership, administrations, municipal companies, and external collaboration partners to ensure that the municipality can maintain socially vital operations even under stressful conditions.

Description

As an Emergency Preparedness Strategist, you are responsible for coordinating, developing, and following up on the municipality's work within civil preparedness. You contribute to translating national goals and requirements into practical solutions that strengthen the municipality's ability to prevent, withstand, and handle societal disruptions.

You work both strategically and operationally and serve as an important support to the municipality's operations in matters concerning crisis preparedness, business continuity, and total defense.

Responsibilities

In this role, you will among other things:

• Coordinate and develop the municipality's work with civil preparedness and crisis preparedness.
• Lead and support the work with risk and vulnerability analyses.
• Develop the municipality's business continuity management and ability to maintain socially vital operations.
• Participate in the development of the municipality's total defense planning.
• Plan, conduct, and evaluate training and exercises.
• Coordinate work with preparedness plans, policy documents, and routines.
• Support administrations and companies in preparedness-related matters.
• Participate in the municipality's crisis management organization during societal disruptions.
• Follow developments in the field and translate new requirements and conditions into local operations.
• Contribute to the development of the municipality's work with preparedness stocks and supply readiness.
• Participate in and develop collaboration within Fyrbodal as well as with the County Administrative Board, region, authorities, business life, and voluntary organizations.

Qualifications

We are looking for you who have:

• An academic education in civil protection, security, political science, public administration, or other education that the employer deems equivalent.
• Experience of working in crisis preparedness, civil preparedness, total defense, security, or civil protection.
• Good knowledge of public operations and their prerequisites.
• Ability to express yourself very well in speech and writing in Swedish.

It is meritorious if you have experience of:

• Municipal operations.
• Work according to the Act on Measures by Municipalities and Regions in the Event of Extraordinary Occurrences.
• Business continuity management.
• Total defense planning.
• Security protection.
• Risk and vulnerability analyses.
• Exercise operations and training.
• Collaboration between public actors and business life.

Employment Information

The position is placed in a security class. Security clearance with register check according to the Security Protection Act will be conducted before employment.

The position involves readiness service as a TIB, Readiness Personnel.
