About the Assignment

We are looking for an experienced Building Permit Manager for a long-term consulting assignment within a large-scale infrastructure project in the Stockholm area.

The project is in an intensive phase involving construction document design, issuance of tender documents, and preparations for the upcoming construction and operation phases. To strengthen the organization, we are now seeking a Building Permit Manager who will join the department's support team and assist with building permit-related matters.

The role involves responsibility for the building permit process for the permit-required measures that the project plans to execute or construct. The assignment spans from preparatory work until the final decision is received from the Building Committee.

As a Building Permit Manager, you will be the natural link between the project organization and the Building Committee. You will be responsible for ensuring that building permit cases are progressed, handling dialogue with authorities, and informing relevant parties about any changes, additions, and requirements.

You will work closely with project management, other Building Permit Managers, and Responsible Persons for Control (KA) within the organization.

If the consultant possesses the right competencies, the assignment may also include work as a Responsible Person for Control (KA).

Responsibilities

  • Take responsibility for the building permit process from application to final decision.
  • Prepare, coordinate, and quality-assure building permit applications and other formal documents.
  • Handle contacts with Building Committees and other relevant authorities.
  • Coordinate and handle supplements, changes, and authority requirements during the project.
  • Act as the contact person between the project organization and the Building Committee.
  • Participate in project reviews, building permit meetings, authority meetings, and other relevant internal meetings.
  • Contribute to advancing the project's building permit and approval processes.
  • Perform quality assurance of formal documents and applications.
  • Provide support to project management in building permit and approval-related matters.
  • Collaborate with other Building Permit Managers and Responsible Persons for Control within the organization.

Requirements

  • Civil Engineer or University Degree in Civil Engineering/Construction or Architect.
  • At least 5 years of experience from a Building Committee as a Building Permit Manager/Case Worker or Building Inspector.
  • Documented good knowledge of laws and regulations, such as the Planning and Building Act (2010:900), the Planning and Building Ordinance (2011:338), the Swedish National Board of Housing, Building and Planning's Building Regulations (2011:6), and the Swedish National Board of Housing, Building and Planning's Structural Regulations (EKS) from at least 1 previous assignment.
  • Experience working on at least one major development or infrastructure project. Since the assignment in this large project requires a better understanding of coordination and anchoring in a large organization regarding large complex projects with an investment budget exceeding 100 MSEK.

Merits

  • Experience as a Responsible Person for Control in at least one project with a contract sum >100 MSEK.
  • At least 3 years of experience working with planning and/or permits within public administration in a metropolitan area.
  • SITAC certified Responsible Person for Control with risk competence according to the Planning and Building Act (PBL), competence K.
