We are currently seeking a senior financial expert for the Social Services Administration in Marks Municipality. This assignment is part of the program Adaptation to a Joint Committee – Organization, Governance, and Working Methods and focuses on the area of finance and governance.

The Social Services Administration needs to strengthen its financial support in preparation for the transition to a joint committee. The assignment involves creating structure, ensuring correct financial monitoring, and developing sustainable working methods that enable good financial control and clear decision-making support.

You will work closely with the operations and existing financial resources to build functioning processes and structures ahead of the launch on January 1, 2027.

• Quality assure and correct financial structures, account coding, and financial postings

• Ensure correct reporting of costs and revenues

• Introduce and establish budgeting, forecasting, and monitoring processes (BOP)

• Develop budget and monitoring templates for operational and unit managers

• Support operational leadership in financial management and decision-making

• Develop and improve resource allocation models between the authority and service providers

• Provide proposals regarding organization, roles, and working methods as needed

• Adapt financial structures to the new organizational chart

• Consolidate budget structures from two committees into a joint committee

• Current state analysis

• Corrected financial structure

• Implemented BOP process

• Finalized budget and monitoring templates

• Foundation and proposals for resource allocation model

• Unified budget structure for the joint committee

• Financial structure adapted to the approved organizational chart

• Final report with recommendations

• At least 4 years of professional experience in the relevant area

• At least 4 years of experience as an accountant, controller, and/or financial manager

• Documented experience in creating financial structures in close collaboration with public operations

• Documented experience in implementing budgeting and forecasting processes

• Documented experience with resource allocation models

• Strong operational ability

• High pedagogical and communicative skills

• Very good proficiency in Swedish

• Experience from social services

• Experience from elderly care
