We are looking for a Strategic Requirements Analyst for a government agency within the transport sector.

This is a consulting assignment. The location is Stockholm.

The position is full-time.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

The Assignment

The role of Strategic Requirements Analyst involves supporting major business-oriented procurements and projects by collecting, analyzing, formulating, and quality-assuring IT-related requirements and contract terms. The role operates at the intersection of business, IT, architecture, and security, and is responsible for ensuring a cohesive and long-term sustainable IT perspective in complex and changing environments.

Responsibilities

• Collect, formulate, anchor, and quality-assure IT-related requirements within major business-oriented procurements and projects.
• Act as a unifying force in collaboration with the responsible requirements manager and ensure the IT perspective in procurements and larger projects.
• Collaborate with architects, product owners, specialists, business representatives, and external parties.
• Develop and anchor requirement specifications, including functional and non-functional requirements such as information and IT security.
• Quality-assure IT-related requirement setting and contract terms based on procurement, business direction, IT strategy, law, and other guidelines.
• Maintain the overall requirements picture in large and complex environments.
• Create structure and progress in uncertain and changing contexts.
• Ensure that the IT perspective is consolidated, consistent, and correctly represented throughout the entire procurement process.

Requirements (OBS, mandatory)

• At least 4 years of full-time documented experience as a requirements analyst or in a similar role within IT. The work must have included needs assessment, requirements gathering, and development of requirement specifications or similar. The experience must be from the last ten years.
• At least 1 year of full-time documented experience in analyzing technology-related non-functional IT requirements (e.g., IT security, architecture, operational reliability). The experience must be from the last seven years.
• At least 1 year of full-time documented experience working with the complexity of a larger system environment (at least 50 IT systems/applications or equivalent). The experience must be from the last seven years.
• At least 1 year of full-time documented experience facilitating and leading information gathering in the form of workshops or similar. The experience must be from the last seven years.
• Documented experience from at least 2 previous assignments of writing and compiling formal documents such as contracts or procurement documents. The experience must be from the last ten years.
• Fluent Swedish in speech and writing.

Merits

• At least 1 year of full-time documented experience in developing requirement specifications in procurements within the public sector. The experience must be from the last seven years.
• Certification in requirements engineering, IREB CPRE, or equivalent.
• At least 1 year of full-time documented experience working with requirements in complex IT projects with a larger project organization (> 50 people involved). The experience must be from the last seven years.
• At least 2 years of full-time documented experience in requirements management within IT, which implies leading requirements work across multiple projects, departments, or equivalent. The experience must include all of the following activities, performed by the consultant themselves:
  • Leading, planning, driving, and coordinating requirements activities.
  • Acting as an SME (subject matter expert) for requirements development and requirements documentation.
  The experience must be from the last ten years.
• At least 2 years of full-time documented experience in requirements work within IT at a strategic level, which implies requirements at an overarching level (not for a specific solution). The experience must include all of the following activities, performed by the consultant themselves:
  • Business, needs, and requirements analysis.
  • Hands-on work in requirements development and requirements documentation.
  The experience must be from the last ten years.
