About the role
As a Development Manager/Analyst here, you will play a central role in defining requirements, analyzing, and proposing solutions for the digital infrastructure within the sector, with a focus on long-term sustainability, interoperability, and information security. You will achieve this by conducting environmental scanning and qualified analyses of technical trends, standards, and architectures that support development within health, care, and social services.
You prepare and submit official statements regarding the agency's digital mandate, particularly concerning the establishment of shared technical infrastructure and national platforms. Your work contributes to strategic choices and priorities for future development initiatives, including data sharing, integrations, and digital services.
In your role, you collaborate with internal and external stakeholders to ensure that proposed solutions meet the needs of operations and national requirements. Work is often conducted in collaboration with other agencies and actors. You frequently have assignments to practically lead and coordinate initiatives spanning multiple agile teams, release trains, and sometimes even departments. You also ensure progress all the way from idea and design to reporting, delivery, and communication.
About you
We see that you have a strong drive to contribute to societal benefit through digital development within health, care, and social services, and are motivated by creating solutions that work on a large scale and across organizational boundaries. You are analytical and structured, with the ability to quickly grasp complex contexts and translate needs into clear requirements and well-founded proposals. Furthermore, you have a strategic perspective but also enjoy diving into technical details, especially within digital infrastructure, architecture, interoperability, and data sharing. You are a skilled writer who can formulate clear, well-balanced, and pedagogical materials, including official statements and decision support. You are communicative and collaborative, with the ability to build trust and drive issues together with various actors – from operations to technology and governance.
We are looking for someone who has:
- Relevant academic education, for example in IT, systems science, or another relevant field.
- At least three years of experience leading complex digital development in an agile environment.
- At least three years of experience working with digitalization in the public sector.
- Very good ability to communicate in speech and writing in Swedish.
The following qualifications are meritorious for the role:
- Experience in applying legal and security requirements within data sharing and information management.
- Experience in working with official statements, investigations, or strategic analyses.
- Experience from the healthcare sector, with an understanding of its needs and challenges.
- Experience in leading collaboration with many actors in the public sector.

The employment is permanent with a six-month probation period. Start date as soon as possible or by agreement. The place of employment is Stockholm or Kalmar. The work may involve business travel, primarily between Kalmar and Stockholm.
