We are now looking for two procurement specialists

Do you want to work with procurement processes that have a significant impact on the operations and residents of Region Örebro County? Purchasing and procurement is a strategic function within Region Örebro County, and we are now seeking two dedicated procurement specialists who wish to contribute to our development work. Our goal is to meet the region's needs for goods, services, and construction contracts with the right functionality and quality in a business-like manner.

There are currently ten employees on the Procurement Department. We believe in collaboration and work to achieve good results in our purchasing and procurement processes.

Region Örebro County procures goods, services, and construction contracts annually with a value of approximately 3 billion SEK. Well-functioning contracts create the prerequisites for care, service, and regional development.

About the Organization

The Purchasing and Procurement area consists of two departments:

• The Procurement Department, responsible for carrying out the region's procurements
• The Business Support and Contract Analysis Department, which works with sustainability, analysis, planning, and follow-up of the region's purchases

The Role

As a procurement specialist, you work with the entire procurement process, from needs analysis to contract follow-up. One of the positions is focused on IT procurement. The role involves working on procurements such as IT systems, digital services, and technical solutions in collaboration with the region's operations and specialists in IT and information security. The second position is cross-category and means that you strengthen us where the need exists. The procurements can include both goods and services within different operational areas.

The work takes place in close collaboration with the region's operations and support functions. You are responsible for translating needs into clear requirements and conducting procurements in accordance with legislation and the region's steering documents.

Responsibilities

The role includes among other things:

• conducting needs analysis and market investigations prior to procurement
• leading and driving procurement projects according to LOU and LUF (Swedish public procurement acts)
• conducting supplier dialogues and market analyses
• supporting operations in formulating needs and requirements
• responsible for extensions, additions, and documentation of contracts
• following up on contracts together with the operations

Qualifications

We are looking for you who have:

• relevant academic education or post-secondary education in Purchasing and Procurement.
• good knowledge of public procurement
• a few years of experience in procurement work
• good ability to express yourself in speech and writing

For the IT-focused position, experience of procurement within IT or work with IT-related contracts and services is meritorious.

For both positions, experience of project management or contract follow-up is meritorious.

Personal Qualities

You work in a structured and independent manner and thrive in a role where you lead procurements in collaboration with various operations. You have good analytical skills and are easy to build trusting relationships with.
