Project Manager – Business Development and Digitalization with a focus on Municipal Health and Social Care

The Elderly Care Administration is responsible for municipal-wide issues concerning elderly care, as well as coordinating, developing, and monitoring elderly care in the city in dialogue with the district committees.

Elderly Care Administration – Unit for Digital Business Development

The Unit for Digital Business Development was established on May 1, 2026, and is responsible for business-close development and management of working methods and IT support within social services and elderly care. The assignment includes coordinating the social services' digitalization portfolio. The unit is in its startup phase, and the assignment will develop over time.

We have pooled our resources in a common collaboration arena (portfolio) with five collaboration areas (objects) and a common hub (portfolio office). We work across organizational boundaries to reduce administration, share top expertise, and test innovative solutions that can be scaled up for the entire city.

The role is part of the collaboration area for authority exercise and provider documentation.

The collaboration area is to create conditions for efficient and secure case handling and provider documentation with a focus on the citizens of Stockholm. Through automation and a focus on simplifying administration through smart use of technology, time can be freed up for human meetings.

We are located in newly renovated and activity-based premises a stone's throw from the Älvsjö commuter train and bus station, with proximity to restaurants, cafes, and services.

Your role

You are a specialist and will lead and participate in assignments within the collaboration area for authority exercise and provider documentation. You will do this together with colleagues within the Elderly Care Administration, Social Services Administration, and the City Executive Office. You will have close collaboration with the district administrations and the city's IT supplier.

Your main tasks include, among other things:

• working in Project NU* to prepare and implement a new provider system
• working with ongoing management and development of existing and future IT support within the collaboration area
• leading and driving the business perspective with a focus on municipal health and social care from need to finished and operational functionality within the entire collaboration area
• leading working and reference groups with a focus on municipal health and social care issues to define the business's needs
• reviewing solution proposals and requirement specifications, planning and participating in acceptance tests, and following up on deliveries
• working continuously with the collection, analysis, and assessment of needs and priorities regarding improvements to functions in the collaboration area's IT tools
• acting as support in the implementation of new functions and working methods.

*Project NU aims to provide social services, elderly care, and municipal health and social care with a new provider system.

Your competence and experience

We are looking for you who have:

• academic education within health and social care
• experience of working within municipal health and social care
• current experience of business development and digitalization in a project manager role or equivalent within a larger organization
• good technical understanding and experience of operating in the borderland between business and IT
• good ability to drive digital development together with different businesses and stakeholders
• experience working at both strategic and operational levels to promote a holistic perspective
• good ability to express yourself in Swedish, both orally and in writing.

It is meritorious if you have experience of:

• the steering and collaboration model PM3
• working in Jira.
