The Property Department is responsible for ensuring that the municipality's properties are safe, functional, and well-maintained. We work both strategically and operationally with operations, maintenance, cleaning, and property development – from ongoing service to advisory services, project management, and long-term planning. Together, we create sustainable environments where the municipality's operations can function and develop.
Unit Manager for Property Management
Are you our new Unit Manager for the Property Management Unit?
We are in an exciting phase of development where, starting from May 1st, we are consolidating property, operations, and service functions into a joint Property Department. The purpose is to create a more cohesive organization that better meets future demands for maintenance, investments, and long-term management. The new Property Department consists of four units: Property Management, Projects, Property Operations, and Cleaning.
Responsibilities
As the Unit Manager for Property Management, you have overall responsibility for the operations. You lead, develop, and follow up on the operations with a focus on functionality, economy, sustainability, and long-term viability.
The role includes:
- Responsibility for strategic property management and having a holistic perspective on the municipality's property portfolio
- Economic, personnel, and work environment responsibility for a team of approximately 10 employees
- Driving and developing sustainability issues related to the property sector
- Ensuring long-term maintenance planning and efficient financial monitoring
- Leading work regarding contract management and control of external suppliers
- Responsibility for public procurement according to LOU (Public Procurement Act) within the area of property management
- Leading employees in daily work and developing processes, working methods, and customer dialogues to create an efficient management operation
Current Focus Areas
Short-term focus is on creating structure in the new organization and establishing a well-functioning collaboration with common working methods. This also includes actively contributing to the operational handling of management cases to ensure good support for the operations.
In the long term, the assignment is about building a long-term sustainable property management with the right competencies and clear processes. The work includes strengthening the use of digital system support and property systems to further streamline property work.
Qualifications
We are looking for a manager who takes clear overall responsibility for the operations and leads it with stability and security. You drive development in line with the municipality's goals and ensure a clear structure and continuous improvement work. The role requires an analytical and strategic approach as well as the ability to build good relationships and collaborations – both internally and externally.
We place great emphasis on your personal qualities and are looking for someone who is strategic, clear, and secure in their leadership. You communicate well, collaborate with many different actors, and drive development with engagement and a focus on results.
We are looking for someone who has:
- Relevant post-secondary education and/or work experience that the employer deems sufficient for the position.
- Work experience in strategic property management
- Category B driver's license
It is meritorious if you have:
- Experience from the public sector, digital property systems, and public procurement according to LOU
- Knowledge in property economics, rental law, contract negotiation, and experience with budget work

The Consultancy and Service Administration provides administrations with support and services within our areas of property, operations and service, catering, IT, and administrative support services.
In connection with the interview, we will conduct an identity check and verify citizenship. Approved documents are passport, international ID card, driver's license + personal certificate from the Tax Agency or other ID document that strengthens citizenship. For some positions, extracts from the police's suspicion and criminal record register are required. We appreciate language skills in Finnish and/or any of the Sami varieties as Örnsköldsvik Municipality is included in both the Finnish and Sami administrative areas.
In our municipality, a number of positions are placed in security class, so security clearance may take place. These positions may require Swedish citizenship.
