We are looking for an experienced Requirements Analyst for a project with the Swedish National Agency for Education (Skolverket). The assignment involves supporting the agency in analyzing, defining, and documenting requirements prior to the procurement of a new case management system for complex case handling.

The system is intended to support operations such as state grants and teacher certification, where there is a need for a modern and efficient system support for administrative processes, digitalization, and automation.

About the Assignment

In this role, you will work closely with business units, IT, and procurement to ensure a clear, structured, and quality-assured requirements picture ahead of the upcoming procurement.

Your responsibilities will include, but are not limited to:

• Collecting, analyzing, and documenting requirements

• Working with both functional and non-functional requirements

• Developing requirement specifications for the procurement of IT systems/technical platforms

• Contributing to the dialogue between business units, IT, and procurement

• Working on requirements related to complex case handling and processing workflows

• Supporting business development, digitalization, and automation

• Contributing to clarity, structure, and quality in the requirements material

Mandatory Requirements

We are looking for someone who has:

• At least 3 years of experience in specifying requirements for the procurement of technical platforms

• At least 3 years of experience working with both functional and non-functional requirements

• At least 3 years of experience from digitalization and system development projects within government agencies

• At least 2 years of experience in specifying requirements for payment solutions involving card payments and Swish

• At least 2 years of experience in business development and digitalization work with a focus on automation and AI

• Excellent communication skills, being receptive, and ability to collaborate with various stakeholders

• Excellent proficiency in Swedish, both spoken and written

Desirable Experience

It is an advantage if you have experience with:

• Requirement specification in implementation projects for platforms intended for complex case handling

• Modeling of business processes and information models in Sparx Systems Enterprise Architect

• Business development and digitalization work within the school sector

• Requirement specification and/or business development within the public sector

• Developing requirement specifications for the procurement of IT systems

• Work in procurement-related projects with connections to the Public Procurement Act (LOU)

Profile

To succeed in this role, we believe you are structured, analytical, and confident in leading requirements work in complex operations. You have a good ability to create clarity, capture different perspectives, and translate business needs into concrete and procurable requirements.

You are accustomed to collaborating with many different stakeholders and can communicate in a pedagogical manner with both business units, IT, and procurement functions.
