We are currently welcoming two Health and Care Strategists who, together with us, wish to contribute to the development of healthcare and dental care in Skåne.

The Department of Health and Care Management (HSS) is part of the Group Administration within Region Skåne. The department consists of units and staff functions responsible for strategic areas including assignment and knowledge management, pharmaceuticals, the regional cancer center, patient safety, quality development, as well as data analysis and registry centers. HSS acts as support to Region Skåne's political organization and group management regarding assignment work and follow-up of the collective healthcare and dental care system. Our mission is to contribute to creating a coherent and well-functioning healthcare system based on the needs of the inhabitants and the efficient use of resources. We set the direction for healthcare in Skåne and drive development forward. Together with publicly funded healthcare providers, we aim to create equivalent healthcare with high accessibility and high quality for all inhabitants of Skåne.

HSS is to be an active participant in the national work developing the healthcare system, networks, working groups, collaboration initiatives, evaluations, health data, innovation, and more.

The Unit for Assignment Management is responsible for management, follow-up, and development within several healthcare and contract areas. The unit's mandate also includes work with procurement according to the Public Procurement Act (LOU) and the Act on Choice Systems (LOV). The work also involves conducting investigations, preparing decision-making materials, and handling cases prior to political decisions. The position is located in Malmö, at Dockplatsen in Västra hamnen.

Responsibilities

As a Health and Care Strategist, you will work on needs and the development of healthcare assignments. The unit's mandate is primarily focused on contract-based healthcare according to the Public Procurement Act (LOU) and the Act on Choice Systems (LOV). A large part of the assignment involves the preparation of procurement documents, tender documents, and contracts. Within these processes, you are expected to actively contribute to the development of processes and routines to optimize and ensure the quality of contract management and contract follow-up within the healthcare area, both for Region Skåne's own operations and for procured healthcare services.

In the role of Health and Care Strategist, you will collaborate with both public and private healthcare providers, and to some extent, non-profit organizations. The analysis, assignment, and follow-up work will be carried out in close collaboration with other units within the Department of Health and Care Management, as well as the units for finance and procurement, legal affairs, press services, IT, and the support operations for healthcare providers.

Furthermore, you will work on investigations and handling of healthcare cases of various kinds, as well as delivering oral presentations during the preparation process of political decision-making cases.

Qualifications

We are looking for someone with a university/college education in one of the following fields: healthcare, dental care, economics, political science, law, or other relevant education. You have previous experience in contract management, preferably within the areas of healthcare and choice systems (LOV) and/or procurement (LOU) within the public sector. Other types of experience in contract controlling and supplier management may be considered equivalent. You have several years of work experience within your profession or field. Furthermore, you need to have an understanding of the healthcare system and/or the dental care system, as well as healthcare operations regardless of the operating model, as well as knowledge and understanding of the client role and producer neutrality. Your knowledge of the Swedish language is good, both spoken and written, and you are proficient in the Microsoft Office suite. Additionally, experience in project management and quality and process development is an asset. Experience in investigation and case handling work is also seen as advantageous.

As a person, you are analytical and structured. You have the ability to work with several assignments in parallel and to plan and prioritize your daily and long-term work, both independently and in collaboration with your closest colleagues. In addition, you are flexible and have good communication skills, which allows you to easily collaborate and build good and trusting relationships both internally and externally. You take your own initiatives, seek information, and take responsibility for your own learning within the work area. Great importance will be attached to personal suitability.
