What we offer
As a Business Developer at the municipality's IT department, you will support departments and municipal companies in their digitization and development work. The role is a central part of the municipality's digitization process and covers everything from requirement gathering to delivered solution. The assignment involves identifying business needs, analyzing current situations, driving or supporting projects, and ensuring that solutions are implemented with utility, quality, and long-term sustainability.
Examples of tasks include:
Requirement Gathering and Analysis
- Conduct structured requirement analysis together with business units.
- Map processes, ways of working, and digital prerequisites.
- Identify inefficient moments and opportunities for improvement or automation.
- Clarify requirements for functionality, data, integrations, and security.
Project and Change Management
- Drive or support business units in digitization projects according to the municipality's project model.
- Ensure clear goals, schedules, resources, and expectations.
- Facilitate workshops, steering group meetings, and working meetings.
- Lead change management work and collaborate closely with both business and IT.
- Support implementation, training, and anchoring among users.
From Need to Delivered Solution
- Handle the entire chain from requirement gathering to delivery and follow-up.
- Ensure that the solution meets the business's requirements as well as the municipality's guidelines for digitization, information security, and architecture.
- Follow up on benefit realization and identify further improvements.
Strategic Support
- Contribute to the municipality's work with digitization and development portfolios.
- Work with environmental scanning and recommend solutions based on the municipality's needs and technical direction.
- Strengthen digital competence in the organization through dialogue, advisory, and guidance.
The position is a permanent employment with a start date as soon as possible or by agreement.
Who are you
To be considered for the position, you need a university education in IT, systems science, business development, public administration, or another relevant field. Alternatively, equivalent work experience that the employer finds suitable.
We expect you to have experience working with business development, digitization, and capturing and realizing needs for various target groups through, for example, process mapping and requirement specification. You have knowledge and skills in digitization strategies, digital ways of working, and business development methodology.
To succeed in the work, you should have a good ability to describe requirements and needs, strong communication skills in both speech and writing, and the ability to find realistic, usable solutions to complex problems.
As a person, we see that you are attentive and relationship-building. You build trust with both target groups and colleagues, and you get things done by being proactive and self-reliant.
It is an asset if you have experience working with digitization in a larger organization, preferably within the public sector, as well as experience with vendor dialogues and work with information security or data protection.

About Us
The Municipal Administration leads, coordinates, and develops Hässleholm Municipality's operations and supports the municipal council in strategic issues. The administration works closely with the political leadership and is responsible for overarching issues within, among others, urban development, economy, HR, communication, and business development.
The IT department is responsible for the operation and development of the municipality's internal IT environment, such as infrastructure, server environment, department-specific business systems, telephony, internet, and email. We are also responsible for the municipality's e-service portal and the development and implementation of e-services. Based on the digital strategy, we drive the digitization work in the municipality.
