Project Manager for Digitalization within the Social Administration

The Social Administration in Järfälla Municipality has a broad and important mandate covering elderly care, support for people with disabilities, as well as individual and family care. Our work makes a real difference in people's daily lives – every day.

We are currently in an exciting phase of extensive development and change work, where we are shaping the future of welfare together. Digitalization is a central part of this journey, creating new opportunities to work smarter, more efficiently, and with even higher quality for those we serve.

As part of this initiative, we have established a new Digitalization Unit, tasked with driving and coordinating the administration's digital development. The unit acts as a key engine in the change process, contributing to turning ideas and needs into concrete solutions that make a difference in operations.

We are now looking for an engaged project manager who wants to lead this development. In this role, you will have the opportunity to drive and coordinate digital initiatives across the entire administration, in close collaboration with operations and other key functions. Your work will contribute to strengthening quality, increasing accessibility, and ensuring legal security in our services – with the best interests of the residents in focus.

RESPONSIBILITIES

In the role of Project Manager, you will have a central and driving function in our digital development journey. You will work closely with operations and contribute to turning needs and ideas into concrete, sustainable solutions that provide real value.

Your main responsibilities include:

  • Leading and driving digitalization projects through the entire process from idea and needs analysis to implementation, follow-up, and further development. You will do this in close collaboration with operations, the IT department, and external partners.
  • Planning and structuring projects by conducting feasibility studies, preparing decision-making materials, and identifying risks and opportunities that contribute to well-founded decisions.
  • Ensuring that developed solutions meet relevant legal requirements and guidelines, such as GDPR and the Social Services Act, and that the work is carried out with high quality and legal security.
  • Supporting operations in change and implementation work, where you both guide and create engagement among employees through clear communication and training initiatives.
  • Acting as a vital link between operations and technology, where you translate needs into functional and user-friendly solutions and contribute to increased understanding between different perspectives.

You are driven to create solutions that provide real value and have the ability to see both the big picture and the details in complex contexts.

The role requires the ability to create consensus even when perspectives and interests differ. You are responsive, confident in your role, and have a good ability to facilitate dialogues, build trust, and lead groups and individuals towards common goals and decisions.

We particularly value that you are solution-oriented and can balance operational benefits, legal requirements, and technical possibilities in a thoughtful way. You thrive in a role where you can combine strategic thinking with operational execution, and where you contribute to creating long-term sustainable digital solutions both in practice and at an overarching level.

To succeed in the role, we expect you to have:

  • Relevant higher education, for example in IT, project management, digitalization, or social work.
  • Documented experience of project management and change work, preferably from the public sector.
  • Good knowledge of laws and regulations related to digitalization, such as GDPR and the Social Services Act.
  • Ability to take a holistic approach, work in a structured manner, and conduct well-founded analyses.
  • A communicative, pedagogical, and collaborative working style, where you engage and involve others.

It is an advantage if you also have:

  • Experience of working within social services or another part of the welfare sector.
  • Previous experience of digital implementation, change management, or development of e-services.
