The city of Mölndal is experiencing continued strong growth, which places demands on the ongoing development of our infrastructure and facilities, as well as housing within the city's housing company Mölndalsbostäder. Therefore, we are looking for two experienced procurement leaders in construction who can ensure the best possible procurement of construction and civil engineering contracts.

At the procurement and purchasing unit, we are on an exciting journey of change. In recent years, we have worked on several assignments such as the centralization of the procurement function, initiated the introduction of category management, and developed a city-wide purchasing process in the development towards a more procurement-mature organization.

We are now also responsible for the procurement of construction, land, and civil engineering contracts and are therefore looking for someone with a strong interest in construction who wants to work in a municipality where a lot is happening. The unit consists of purchasers, procurement leaders, contract controllers, purchasing analysts, and purchasing coordinators – together we enable efficient and sustainable purchases.

JOB DESCRIPTION

As a procurement leader in the category of construction, you will be an important part of both the city management administration and the community building administration in the city of Mölndal, as well as the city's municipal company Mölndalsbostäder. Organizationally, the position belongs to the city's central procurement and purchasing unit at the city management administration. The procurement of construction contracts concerning both civil engineering and property construction projects will be carried out in close collaboration with the community building administration's project units. The position also includes responsibility for Mölndalsbostäder's procurement of larger renovation and new construction projects. Procurement of framework agreements within construction, land, and civil engineering may also be relevant, as well as renewed competitive bidding within the category.

Your main tasks are to, in consultation with project managers, be responsible for planning, execution, and follow-up of procurement processes. You will develop and implement common working methods and processes for the procurement of construction within the community building administration and Mölndalsbostäder. To stay at the forefront, you will monitor the external environment to ensure that the city's construction projects meet the latest requirements and practices.

Furthermore, it is part of the role to address the city's goals regarding social sustainability, environmental concerns, labor rights, cost-effectiveness, measures against welfare crimes, etc., in procurement processes.

As the category responsible procurement leader, you play a key role in the city's strategic work with purchasing and supplier development within your category. The work is done in close collaboration with both the operations within the city and the supplier market.

QUALIFICATIONS

We are looking for someone with a university degree in construction and civil engineering, economics, or law, alternatively a vocational education in purchasing/procurement combined with another post-secondary education or documented several years of experience in independent work with business in the construction industry. You have a good understanding of public procurement and practical application of relevant legislation. You have several years of documented experience in planning and executing procurements of large construction and/or land/civil engineering projects (>100 MSEK) and also good knowledge of construction law, including the general terms of the construction and civil engineering industry AB04, ABT06, and AMA AF.

It is an advantage if you have experience in procuring collaborative contracts, category management, and contract follow-up, as well as good knowledge of political activities and their structures and processes.
