The project involves the reconstruction of approximately 15 km of the E4 between Gumboda and Grimsmark, an important national transport route between Umeå and Skellefteå. The aim is to increase traffic safety and improve accessibility for both vehicle traffic and unprotected road users.

The measures include, among other things, a meeting-free road with a median barrier, new intersections and roads, bridges, pedestrian and bicycle passages, noise protection, and ground stabilization. The project is carried out in collaboration with several stakeholders and also requires coordination with the Norrbotniabanan.

As a construction manager, you are responsible for ensuring, together with the project manager, that the contract is executed according to the contract, schedule, and set goals. You play a central role in monitoring, coordination, and quality assurance throughout the production phase.

Your main tasks include:

  • Ensuring that the contract is executed according to the contract, drawings, and documents
  • Monitoring schedule, costs, and forecasts for final costs and completion time
  • Monitoring construction methods and production plans
  • Managing deviations as well as changes and additional work
  • Participating in construction, economic, and work environment meetings
  • Ensuring the contractor's self-checks within quality, environment, and work environment
  • Coordinating with other technical areas and adjacent contracts
  • Participating in contact with authorities, designers, and other stakeholders
  • Monitoring permits and regulatory requirements
  • Following up on requirements, controls, and quality during the execution phase
  • Participating in final documentation
  • Establishing and following up on schedules, calculations, and budgets
  • Contributing with technical advice
  • Participating in the project's overall management of time, cost, quality, and work environment

Mandatory requirements

All requirements must be clearly stated in the CV, including periods, assignments, scope, and responsibilities.

  • The consultant must have at least 15 years of work experience as a project manager, construction manager, site manager, or similar within infrastructure focusing on road or construction work. The work experience must not be older than 2 years counted from the last bidding day.
  • The consultant must have knowledge of laws and regulations as well as standards and directives within the design and production of roads. To be documented with reference assignments.
  • The consultant must have participated in at least one contract larger than 200 million SEK, where ground stabilization measures in the form of bank piling and KC columns have occurred within the same project. To be documented with reference assignments.
  • The consultant must have experience of collaboration between the disciplines of bridges, ground, and geotechnics. To be documented with reference assignments.
  • The consultant must have completed training step 1, Basic Competence, “1.1 General Basic Competence” according to TDOK 2018:0371 “APV Competence in contracted activities – Contracting and Design Services”.
  • The consultant must be able to express themselves well in Swedish both orally and in writing.
  • The consultant must have documented training to function as the client's construction work environment coordinator, BAS-P, and BAS-U.
  • The consultant must hold a valid B driver's license.
  • The consultant must have competence in handling Microsoft Office software.

Assignment information

The contract is valid from the time the contract comes into force until 2028-03-31.

Option: The client has the unilateral opportunity to extend the contract with the existing contract terms for an additional twelve (12) + twelve (12) months.

Scope: Estimated workload for the assignment is 100 percent of the annual working time for one (1) resource consultant. Annual working time is defined as 1,700 hours.

The stationing location for the resource consultant is Umeå. This assignment requires physical presence at the Swedish Transport Administration's office 3 days a week.

This assignment requires travel for work primarily to the establishment in Ånäset about 15 times per month.
